Summary
The City of Issaquah is currently seeking a Senior Park Planner to join our dynamic and passionate team. Under the direction of the Parks & Community Services Director and Park Planning & Development Manager, these positions will manage construction projects, develop comprehensive planning, acquire land, and implement policy. Incumbents plan, manage and schedule all aspects of complex, and highly visible capital improvement projects, ensuring compliance with all specifications and standards.

This position exercises direct and indirect supervision of consultants and contractors. Also exercises considerable discretion and independent judgement in choosing approaches, methods, and resources to solve problems and achieve results within the framework established by the Manager.

TELEWORK CONSIDERATIONS & WORKING CONDITIONS

  • The City supports work/life balance through offering some telework to be determined by supervisors after the initial training period. Candidates must live in Washington State or be planning to move to Washington State.
  • Work is primarily performed in a typical office environment with frequent visits to the field. Field work may include limited walking on a variety of surfaces and negotiating obstacles within construction sites. May drive a City vehicle.

Essential Functions

  • Develops and implements parks planning and development projects. Establishes project priorities, determines goals and objectives and schedules and manages operations and activities association with parks planning and development.
  • Develops and implements updates to the comprehensive plan, the parks open space and trails plan, and the parks master plan.
  • Plans and implements land acquisitions and purchases.
  • Develops and monitors the capital improvement budget and individual project budgets.
  • Manages grants and contracts.
  • Reviews, and evaluates designs, plans, land-use proposals and development proposals for compliance with parks policy, standards and goals and objectives.
  • Designs and implements feasibility studies, makes recommendations based on the results.
  • Supervises the preparation of bid specifications and other documents, participates in the bid or qualification process and negotiates final contract, including the contract scope, budget and schedule.
  • Coordinates all aspects of project and construction management from conception to implementation, including design review and environmental review, right-of-way and permit acquisition; building and contract awards, construction management, change orders, and project closeout.
  • Prepares cost and scheduling analysis.
  • Plans and develops a citizen participation plan to inform and explain project objectives and answer questions from the public, media and other agencies.
  • Establishes operating procedures and project management protocols.
  • Negotiates interagency or local agreements.
  • Makes presentations to elected officials, community groups and the community.

Qualifications

  • Graduation from an accredited four-year college or university with a degree in landscape architecture, public administrative, parks administration, or a related field.
  • Five or more years of progressively responsible experience in parks planning and project management.
  • Designation as a Registered Landscape Architect in the State of Washington preferred.
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills and abilities.
