L3Harris’ Communication Systems segment is currently seeking a Senior Principal, Counsel to join our team. This position will be based at one of our primary segment locations: Rochester, NY, Salt Lake City, UT, Londonderry, NH, Washington, D.C. or Melbourne, FL

Position Overview:

We are currently seeking an attorney or contracts professional with significant experience in government and commercial contracts to provide contractual and legal support to the Communication Systems (CS) segment, focusing on Supply Chain, Subcontracts and Procurement activities. The attorney will report to the Vice President, General Counsel for the CS segment. The specific roles and responsibilities to be performed by this position include:

  • Support the CS Operations functional team and the CS Legal team by serving as the primary attorney supporting all strategic supplier / partner / subcontractor efforts with the focused goal of improving CS operational excellence.
  • Provides proactive and practical legal counsel and guidance to CS business management and functional staff in all general and specialized legal matters including Federal, State and local legal compliance (with an emphasis on the FAR and DFARS) as well as international and commercial business transactions.
  • Provide proactive and practical legal counsel and guidance to CS personnel around all aspects of vendor relationships and supply chain, including legal risks, business strategies and other issues related to commercial, licensing, subcontracts, strategic sourcing and outsourcing transactions and agreements.
  • Participate in negotiations and contract drafting as required to achieve team objectives.
  • Assist in the prevention of disputes and litigation by proactive, early involvement and mediation in business transactions; manage disputes and related litigation.
  • Advise Supply Chain management teams on drafting and updating purchase orders, terms and conditions, supply agreements and related documents.
  • Ensures that CS practices and procedures comply with Federal, State and local laws and are consistent with applicable Corporate policies and procedures.
  • Develops, maintains and applies proper processes, practices and guidelines in close coordination with other CS functional and operational leaders, with primary focus on Supply Chain, Subcontracts and Procurement functions.
  • Engage with customer/supplier counterparts as reasonably required in support of complex legal/business transactional matters.
  • Advises and coordinates with the Vice President, General Counsel for CS segment, or his or her designee on significant matters concerning legal issues and supports the activities of the Vice President, Operations for CS segment, or his or her designee.
  • Maintains a high level of proficiency on current laws and implementing regulations, and coordinates with CS staff to develop and deliver timely training, as appropriate.

Required Qualifications:

  • Bachelor’s degree with a minimum of 15 years of prior related experience, Graduate degree with a minimum of 13 years of prior related experience or in lieu of a degree, minimum of 19 years of prior related experience.
  • Eligibility to obtain U.S. Government security clearances.
  • Ability to travel on short notice when necessary to achieve business objectives.

Preferred Qualifications:

  • A minimum of 8-10 years of relevant government contracting and commercial transactional experience, either with the U.S. government, law firm or as an in-house counsel.
  • A Juris Doctorate degree from an accredited law school.
  • An experienced transactional expert – substantial experience negotiating, drafting and structuring ordinary course transactions with a preference towards experience on supply side transactions.
  • A strong background and relevant experience in all aspects of U.S. federal and state procurement, commercial transactions, and international procurement.
  • Excellent oral and written communications skills. Emphasis on excellent negotiating, contract drafting and transaction execution skills.
  • The ability and interpersonal skills to effectively function both as an integral member of the CS Segment Legal team and as an advisor to business leaders across the CS Segment.
  • Strong work ethic and demonstrated ability to manage a high-volume workload with minimal supervision.

In compliance with pay transparency requirements, the salary range for this role is $143,500 – $266,500. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location.
