Job Description:

Program Analyst Advisor

GDIT is seeking a Senior Program Analyst to support our Tactical Software Engineering department. The Tactical Software Engineering department applies highly diversified skills to produce control system software for US Navy nuclear submarines leveraging the latest state-of-the-art technologies, processes, and procedures.

A candidate with a strong background in financial and program management is required to support the successful completion of the department’s efforts. The successful candidate will support the department’s management and lead engineers to ensure proper staffing, accurate estimating and task definition, on-track project execution and schedule development, and successful task/vendor management. The candidate must be a self-starter able to work independently with minimal supervision and must understand organizational processes to ensure immediate success.

Responsibilities include:

  • Department Staffing, Planning, and Management Support
    • Developing and implementing consistent staffing analysis/input tools to aid the management and coordination of the department’s staffing planning
    • Coordinating the department’s manpower plan changes and managing the Automated Manpower Planning (AMP) inputs
    • Developing, tracking, and analyzing department overhead budgets to establish cost practices and spending policies
  • Project Performance Estimating, Tracking, and Management
    • Supporting contract change estimating and proposal preparation
    • Developing and implementing a consistent approach to developing scope for and estimating future development efforts, including supporting subcontractor efforts
    • Managing the department’s task performance data and developing metrics to proactively manage the department’s performance
    • Controlling estimate at completions (EACs) for department efforts and submitting/tracking BCRs to manage task budgets
    • Maintaining and updating the integrated master schedule (IMS) for each department task to support progressing task activities, identify dependencies, and assist identifying areas for improvement
  • Vendor and Subcontractor Management
    • Coordinating purchase orders/requisitions ensuring accurate submittals and successful approvals to support procurement efforts
    • Analyzing and reporting on subcontractor performance, including EACs, and making recommendations to resolve problems
    • Supporting technical evaluations of subcontractor proposal

Required Qualifications

  • Bachelor degree in an engineering, technical, business, or financial field
  • Department of Defense (DoD) Secret Clearance
  • Understanding of EB business and financial processes including ARTEMIS and Manpower planning tools
  • Understanding of the Earned Value Management System (EVMS) including performance indices, performance measurement baselines, and variance analysis
  • Strong background with MS Office products including automated Excel functions and Visual Basic for Applications (VBA) for macros development
  • Proficient with MS Project
  • Strong written, oral communication, and interpersonal skills
  • Proven ability to effectively interface with finance, contracts, and program office groups

Preferred Qualifications

  • Minimum five years of experience in cost engineering, finance, contracts, and/or purchasing

The likely salary range for this position is $80,000 – $120,000, this is not, however, a guarantee of compensation or salary; rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
