DCAS’s Division of Energy Management (DEM) leads the City’s efforts to reduce carbon emissions from government operations. Our goals are to reduce greenhouse gas (GHG) emissions 40 percent by 2025 (40×25), 50 percent by 2030 (50×30), and 80 percent by 2050 (80×50). Additionally, DEM is tasked with completing work related to the City’s other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works toward achieving the above goals by managing the City’s utility accounts, developing the City’s annual utility energy budget; helping our agency partners identify and pursue energy-saving opportunities at their facilities; leading energy efficiency and distributed generation projects across the City’s portfolio; and helping implement operations and maintenance best practices.
The Senior Program Manager, Continuous Commissioning (CCx) will work within DEM’s Operations Unit, under the guidance of the Deputy Director, Building Optimization, but in extremely close coordination with DEM’s other units.
The Senior Program Manager, Continuous Commissioning will be charged with responsibilities including, but not limited to, the following:
1. BRT Project Portfolio Support | Manage and support the BRT program by: (1) leading BRT contracting efforts such as the contract currently in place with CUNY Building Performance Lab (CUNY BPL), (2) developing solutions on how to scale the BRT program, and (3) guiding the development of annual BRT-related metrics for reporting purposes.
2. CCx Program Expansion + Further Development | Develop and execute an innovative City-wide Continuous Commissioning Program that focuses on the optimization of HVAC controls equipment. An aspect of developing a robust CCx Program will include identifying and implementing a solution to store and integrate relevant CCx data such as BMS end point logged data, historical energy data, project data and various other metrics gathered at a building. The goal of the program will be to utilize advanced analytics to automate controls in an effort to optimize operational and energy efficiency.
3. Performance Management | Drive and manage program success and growth by: (1) developing and maintaining accurate and detailed program key performance indicator (KPI) metrics and (2) advising on the recording of and providing strategic guidance on programmatic processes (e.g., the CCx Program’s Standard Operating Procedure)
4. Team Management | Supervising a team of engineers.
5. Project Management Oversight | Oversee and advise on the management of the CCx Program’s portfolio of projects and opportunities, by providing technical expertise that focuses on HVAC controls equipment and energy efficiency best practices, including development of energy conservation measure calculators. This technical expertise will occur in the continual management of the BRT projects and the future management of the CCx projects for LL97.
6. Agency Engagement | Lead and facilitate CCx and BRT correspondence with agencies
Minimum Qual Requirements
1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or
2. Education and/or experience which is equivalent to “1” above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in “1” above.
Preferred Skills
The preferred candidate will bring the following skills and experience to this position:
• Degree in engineering, architecture, energy management, construction project management, or a related field.
• Minimum of 5 years of experience in an energy consulting role, ideally with specialization in or focus on no and low-cost energy efficiency projects, advanced controls optimization, and automation of controls.
• Experience with technical project management operations, including project planning, scope development, design and construction management, operations transfer, and project close-out.
• Familiarity with boiler and chiller operations and maintenance; HVAC controls; computerized building automation and energy management systems; variable air volume (VAV) distribution systems; steam and chilled water system optimization methods; and overall heating and cooling system performance.
• Familiarity with energy cost, savings, and greenhouse gas calculation methodology.
• Direct supervisory experience preferred; managerial responsibilities within a project management matrix team will also be considered.
• Knowledge of and experience with ASHRAE or AEE procedures for Commercial Building Energy Audits and Energy Management (CEM) and NYC energy code.
• Knowledge of energy savings calculation, greenhouse gas emissions calculation methodologies, and NYC Local Laws addressing green buildings and energy efficiency.
