JOB FUNCTION:
Leads business analysis, project management, testing and training for major Customer Service projects for Hawaiian Electric, Hawai’i Electric Light, and Maui Electric (“the Companies”) requiring complex regulatory approvals, cross-functional/multi-level (internal) management from conceptualization/inception through budgeting, design, approval, procurement, implementation, placement in operation, training and project closing. Serves as a focal point for all project matters and is responsible for meeting all project-related objectives.
ESSENTIAL FUNCTIONS:
- Provides project leadership and work direction and secures commitment from stakeholders and team members in meeting project milestones. Develops and maintains project schedules and work plans, testing plans and leads user training Prepares and presents project progress and cost reports internally and externally as required. Ensures team members have all resources, information, and direction necessary to successfully perform their jobs. Evaluates progress and performance of project team members and implements personnel actions necessary to accomplish project objectives including recognition, redirection, recruitment, and replacement of team members. Develops necessary strategies required to meet project goals. Makes early identification of potential problem areas. Solves problems to ensure attainment of project goals. Directs design, purchasing, approvals or implementation to prevent or minimize constraints or actions which may delay schedules or add costs to projects. Conducts inspections of the implementation as necessary.
- Plans, organizes, and manages all tasks associated with business analysis, business case development, budgeting, design, approval, procurement, project implementation, operationalization, closing of projects and benefits realization. Lead requirements gathering/management, developing solutions and testing, including the design and review of test cases.
- Serves as the focal point for all project-related matters. Works with and through external community groups, government agencies, the media, other utilities and private companies, the City Council, the State Legislature, and the Public Utilities Commission (“PUC”) to disseminate information, address concerns, obtain approvals, and resolve project-related problems. Prepares and provides testimonies and presentations at internal strategic meetings, public meetings and regulatory hearings as necessary.
- Works with Regulatory Affairs, Management Accounting & Financial Services, Community Relations, Government Relations, Corporate Communications, Legal, and other divisions within and across the Companies in obtaining approvals. Obtains Company authorizations for expenditures for funds for engineering/development, materials, and implementation. Reviews and approves procurement for project approvals, design, material and implementation.
- Participates in Company emergency response activities, including any activities to prepare for such emergency response. Other duties as assigned.
BASIC QUALIFICATIONS:
Knowledge Requirements
• Excellent working knowledge of business analysis, requirements management, business cases, and project management processes.
• Excellent working knowledge of facilitation techniques, idea generation/brainstorming, group decision making methods, process documentation and tools.
• Thorough knowledge of project management standards and methodologies, including Waterfall, Agile and/or ASAP, developing work breakdown structures, tracking progress and status, managing scope, schedule, costs, resources, mitigating risk, etc.
• Thorough knowledge of IT-related testing methodologies; planning, developing, leading testing teams, evaluating and tracking defects related to Unit, Functional, Integration, Batch, User Acceptance, and Security testing, etc.
• Working knowledge of continuous improvement methodologies and techniques such as Six Sigma and Lean.
• Thorough knowledge of the principles of change management, normally acquired through related training, and/or several years’ experience in in a cross-matrixed organization.
• Working knowledge and experience with developing, coordinating and managing end-user training and documentation.
• Working knowledge of Information Technology principles including infrastructure and communications, operations, application development, production support, and service desk technologies; normally acquired through college level courses or equivalent experience.
• Working knowledge of personal computers and related software applications such as MS Project, MS Office Suite, MS Teams, Visio, SharePoint Online, UIPlanner, SAP, ALM etc.
• Demonstrated working knowledge of customer service principles and functions, highly desired.
• Working knowledge of regulatory requirements (i.e. SOX, PUC, etc), highly desired.

Experience Requirements
• Extensive (8+ years) experience as a business analyst, project manager, implementation manager, designer, and/or engineer, with large complex projects, preferably within the electric utility industry.
• Several (3-5) years of project management experience for small to large software, engineering and/or implementation projects.
• PMI Project Management Professional (PMP) and/or PMI Professional in Business Analysis (PMI-PBA) Certification and/or International Institute of Business Analysis (IIBA) Certification and/or Certified as a Planner by a nationally recognized professional society such as the American Institute of Certified Planners (AICP).
• Experience with the regulatory, social, public affairs (neighborhood boards, community groups, government agencies, political leaders, media, etc.).
• Several (3-5) years of supervisory experience are desirable.
• Licensed Professional Engineer in Civil, Structural, Mechanical, or Electrical branch is desirable.
