DCAS’s Division of Energy Management (DEM) leads the City’s efforts to reduce carbon emissions from government operations. Our goals are to reduce greenhouse gas (GHG) emissions 40 percent by 2025 (40×25), 50 percent by 2030 (50×30), and 80 percent by 2050 (80×50). Additionally, DEM is tasked with completing work related to the City’s other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works toward achieving the above goals by managing the City’s utility accounts, developing the City’s annual utility energy budget; helping our agency partners identify and pursue energy-saving opportunities at their facilities; leading energy efficiency and distributed generation projects across the City’s portfolio; and helping implement operations and maintenance best practices.

The Senior Program Manager, Preventative Maintenance will work within DEM’s Operations Unit, under the guidance of the Deputy Director, Building Optimization, but in extremely close coordination with DEM’s other units.

The Senior Program Manager, Preventative Maintenance will be charged with responsibilities including, but not limited to, the following:

1. RCx Project Portfolio Support | Manage and support the RCx program by: (1) leading RCx budgeting efforts, (2) managing relationships with outside consultants and contractors, and (3) guiding the development of annual RCx-related metrics for reporting purposes.
2. Preventative Maintenance Program Expansion + Further Development | Develop and execute an innovative City-wide Preventative Maintenance Program that spans both HVAC mechanical equipment and HVAC controls equipment. A few key aspects of developing a robust Preventative Maintenance Program will include identifying and implementing a solution to store and manage relevant Preventative Maintenance data such as equipment inventory and work order management (e.g., CMMS) and advancing workforce development for preventative maintenance skilled trades. The goal of the program will be to advance the City’s operation and maintenance efforts, which is the foundation to improving energy efficiency.
3. Performance Management | Drive and manage program success and growth by: (1) developing and maintaining accurate and detailed program key performance indicator (KPI) metrics, and (2) advising on the recording of and providing strategic guidance on programmatic processes (e.g., the Preventative Maintenance Program’s Standard Operating Procedure)
4. Team Management | Supervise a team of engineers.
5. Project Management Oversight | Oversee and advise on the management of the Preventative Maintenance Program’s portfolio of projects and opportunities, by providing technical expertise that spans HVAC mechanical equipment, HVAC controls equipment, and energy efficiency best practices. This includes continual management of the RCx projects required as per LL87 and the future management of the Preventative Maintenance projects for LL97.
6. Agency Engagement | Lead and facilitate Preventative Maintenance and RCx correspondence with agencies

Minimum Qual Requirements

1. Eight years of full-time experience in construction, repair, alteration and/or rehabilitation of multiple dwellings, commercial, industrial or public buildings in the capacity of general contractor, superintendent of construction, procurement specialist, evaluator responsible for cost estimation, or as a field supervisor or as an inspector, at least 18 months of which must have been in a supervisory or administrative capacity involving responsibility for a large number of buildings; or
2. Education and/or experience which is equivalent to “1” above. Education in an accredited college leading toward a baccalaureate degree in engineering, architecture, engineering technology or a closely related field will be accepted on a year-for-year basis up to a maximum of four years. However, all candidates must possess at least 18 months of the specialized supervisory or administrative experience described in “1” above.

Preferred Skills

The preferred candidate will bring the following skills and experience to this position:
• Degree in engineering, architecture, energy management, construction project management, or a related field.
• Experience with contract management, with a focus in service and maintenance contracts.
• Familiarity with technical project management operations, including project planning, scope development, design and construction management, operations transfer, and project close-out.
• Familiarity with retro-commissioning and preventative maintenance as a means of performing operations and maintenance.
• Minimum of 5 years of experience with energy efficiency retrofit and RCx projects
• Certified Energy Manager (CEM), Certified Energy Auditor (CEA) and/or Certified Building Commissioning Professional (CBCP) credential.
• Familiarity with boiler and chiller operations and maintenance; HVAC controls; computerized building automation and energy management systems; variable air volume (VAV) distribution systems; steam, hot water, and chilled water system optimization methods; and overall heating and cooling system performance.
• Knowledge of and experience with ASHRAE or AEE procedures for Commercial Building Energy Audits.
• A thorough understanding of Local Law 87 of 2009: Energy Audits & Retro-commissioning.
• Knowledge of energy savings calculation, greenhouse gas emissions calculation methodologies, and NYC Local Laws addressing green buildings and energy efficiency.
