Arcadis is seeking a Senior Project Development and Environment (PD&E) Project Manager to lead PD&E projects per FDOT PD&E Manual.

Role description:
Project complexity will range from bridge replacements, major arterial studies, to complex highway improvements. Work is expected to primarily focus in the Florida market with opportunities to collaborate with other Arcadis groups for projects in southeast US including Louisiana, Georgia, Tennessee, Mississippi, and Georgia. Our team is known for innovation and outstanding customer service and will continue to build on these values. This is a unique opportunity to lead and manage the delivery of PD&E contracts with client facing involvement, people management, and pursuits.
The position requires strong written and verbal skills to effectively engage the public through outreach programs and have visionary skills to prepare presentations that are understandable to the general public to garner feedback and support of transportation projects. The position requires a deep understanding of state and federal environmental and permitting requirements. Candidate should be familiar with traffic data, design, avoidance, cost benefits analysis and working closely with design staff in the concept development stage of projects.
Role accountabilities:
- Lead and manage multi-firm, multi-task, interdisciplinary team task orders and contracts for infrastructure projects.
- Develop project scopes and budgets, interfacing with and maintenance of clients, development of project plans and schedules.
- Proven success in public outreach
- Client facing responsibilities will include excellent, clear and concise, verbal and written communication skills, coordinate and lead meetings, maintain communication log and decision-making documentation, and a demonstrated ability to coordinate with a multi-disciplinary team, drive schedule and manage budgets.
- Identify PD&E opportunities and help pursue opportunities with various FDOT districts.
- Adherence to Arcadis’ practices including quality and safety standards.
Qualifications & Experience:
Required Qualifications:
- 15+ years’ experience in serving as a seller-doer with Departments of Transportation
- Bachelor’s degree in planning, policy, a biological or physical science, economics, or engineering
- Proven success in delivering minor and complex PD&E studies.
- Fluency with state and federal environmental and permitting laws and regulations.
- AICP or PE certification
Key Attributes:
- Excellent communication skills, both verbal and written.
- Must work well in a collaborative environment.
- Fluency with MS Project, PowerPoint, Excel, and Word
- Fluency with state and federal environmental and permitting laws and regulations.
Desired Qualifications:
- Bachelor’s degree and related project planning or niche discipline used in concept development.
- Proficiency with ProjectWise, Primavera6, Prezi, MS Access, and other software programs that provide value within the project management and planning contract contexts.
- Related experience for other departments of transportation in the Southeast.
- Nationally recognized license or certifications such as AICP, PE or ENV SP

Arcadis offers benefits for full time and part time positions. We offer seven paid holidays and potentially up to two floating holidays per calendar year depending on start date, and 15 days PTO that accrue per year. The salary range for this position is $116000 – $174000.
