Position Overview
The Illinois Environmental Protection Agency (Illinois EPA) is seeking a highly qualified individual with a strong background in human health and environmental risk assessment to serve as the Toxicity Assessment Manager in the Associate Director’s Office. The successful candidate will plan and direct the statewide activities of Illinois EPA’s Toxicity Assessment Program, consisting of analyzing toxicological data, risk assessment methodologies, and federal and state policies on hazardous substances and evaluating risk levels. This position will advise Illinois EPA programs on the development of remedial goals and pollution control standards and testify at regulatory hearings before the Illinois Pollution Control Board. This position serves as the Illinois EPA liaison with the scientific and public health community and will also present toxicological data to the public at meetings and hearings.

Job Responsibilities
25% 1. Serves as Manager of the Office of Toxicity Assessment (TOX), Associate Director’s Office (ADO) for the Illinois Environmental Protection Agency (IEPA);
- Organizes, plans, directs and controls the state-wide development, implementation, and conduct of toxicity assessment for human and environmental health.
- Develops Agency risk assessment policies and protocols utilized in establishing remediation objectives and setting pollution control standards.
- Confers with senior management on the integration of new toxicity data into regulatory and program functions.
- Sets priorities and evaluates progress of program policy and objectives
- Maintains cognizance of federal risk assessment updates and other states’ toxicological work, such as health advisories.
- Recommends policies and protocols, including risk assessment methodologies, to protect public health and the environment from emerging contaminants of concern.
25% 2. Directs performance of human health and ecological risk assessments and develops and recommends policies and procedures for risk mitigation;
- Reviews information regarding chemicals of concern and site characterization; conducts statistical analyses of data; and calculates preliminary remediation goals.
- Applies the principles, practices, and requirements of the United States Environmental Protection Agency (USEPA) Risk Assessment Guidance for Superfund; the USEPA Guidelines for Ecological Risk Assessment; the Environmental Protection Act; and associated state regulations, including 35 Illinois Administrative Code, Part 742
- Provides technical expertise to senior managers and to staff in the Bureaus and the Office of Emergency Response (OER).
- Serves on the Agency’s Cleanup Objectives Review and Evaluation (CORE) Group.

20% 3. Serves as full-line supervisor for the Office of Toxicity Assessment;
- Assigns and reviews work

15% 4. Serves as expert witness and communicates toxicological information to private and public organizations, members of the legislature, officials of other states, and the federal government;
- Provides expert testimony at regulatory hearings before the Illinois Pollution Control Board (IPCB).
- Presents toxicological data to the public at meetings and hearings.
- Reviews legislative proposals specific to toxicity assessment for human and environmental health.
- Contributes to highly technical Agency projects involving multi-media contamination.
- Travels in performance of duties, attends and participates in staff meetings, events, workshops, and trainings opportunities.
10% 5. Coordinates with representatives from other agencies, particularly the Illinois Department of Public Health, and with outside parties associated with the scientific and public health community in Illinois;
- Serves as the Illinois representative on the State Risk Assessor’s Group
- Participates in the Environmental Council of States
5% 6. Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years of college, with coursework in environmental toxicology, occupational or environmental health or risk assessment.
- Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization related to environmental toxicology, occupational or environmental health or risk assessment
Preferred Qualifications (In Order of Significance)
- Prefers at least (4) four years professional and technical experience in the areas of environmental toxicology and human health.
- Prefers a minimum of 24 semester hours of coursework in environmental toxicology, public health, or risk assessment.
- Prefers at least (4) years of experience utilizing United States Environmental Protection Agency (USEPA) Risk Assessment Guidance for Superfund and/or the USEPA Guidelines for Ecological Risk Assessment or like programs at other organizations/agencies.
- Prefers at least (4) four years of experience utilizing the procedures and requirements under 35 IAC Part 742 (Tiered Approach to Corrective Action Objectives).
- Prefers at least (4) years of experience communicating verbally with the public to give presentations and conduct question/answer formats.
- Prefers at least (4) four years of experience in communicating with all levels of stakeholders in an organization, both internal and external.
- Prefers at least (4) four years of experience in supervising a professional staff in an office setting.
- Prefers at least (4) four years of experience in preparing and presenting comprehensive reports, memos, correspondence, etc. in a clear and concise manner.

Term Appointment:
