Job Description
The Senior Real Estate Analyst will be working in the Real Estate Division, a work unit within the City’s Planning and Development Department. The department is responsible for planning and visioning for the future growth of Raleigh and includes several work units in the areas of building safety, permitting, inspections, zoning, historic preservation, land and site development, long term planning, civic project and private partnership coordination and real estate.
The Senior Real Estate Analyst is devoted to paraprofessional and professional management of City-owned real property, facilities and right-of-way including acquisition, disposition and property management. The Senior Real Estate Analyst will provide advanced journey-level professional real estate work and are considered subject matter experts with the highest level of knowledge, providing consultation to other real estate staff and to management.
Senior Real Estate Analysts provide real estate oversight of infrastructure projects for the city, handling the most complex real estate matters; oversight of the disposition of surplus properties; development of policies and procedures; and assistance with budget administration and office supervision. Serve as lead workers, assigning work and monitoring work completion or may supervise paraprofessional and/or support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.
Duties and Responsibilities
- Provides advanced professional support to City departments in the provision and oversight of real property acquisition and disposition of real property rights (easement and fee simple interest), leasing and property management for varied public purposes such as public transit, roads, public utilities, public facilities, greenway, fire, police, parks and housing; assists in determining property valuation; provides support and coordination for negotiations, settlement and payment process
- Performs research and gathers property information in preparation for meeting presentations; prepares Council and Committee meeting agenda items including condemnation authorization, acquisitions, and approval of dispositions and/or leases
- Attends public meetings for City infrastructure projects; presents the real estate acquisition process to property owners; responds to questions and provides general information related to property acquisition, disposition and leases
- Provides mentoring and staff supervision, including performance evaluations, hiring, discipline and termination procedures
Typical Qualifications
Education and Experience:
Bachelor’s degree in real estate or field directly related degree to assignment and five years of related professional real estate experience
OR
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation
Licensing/Certifications:
- Valid North Carolina Class C Driver’s License with a satisfactory driving record, or the ability to obtain one within 30 days of hire.
- North Carolina Real Estate or Broker’s License preferred.

ADA and Other Requirements:
Positions in this class typically require: standing, walking, fingering, talking, hearing, seeing and repetitive motions.
Light Work:
Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work, and the worker sits most of the time, the job is rated for Light work.
Working Conditions:
Work is routinely performed in an indoor, office environment.
