The primary purpose of this position is to serve as the principal scientific authority, technical leader, and independent researcher driving advancements and establishing an AFRL and DoD community in Convergent (Digital) Manufacturing Technologies for Air and Space Force systems.

Duties

1. Serves as a nationally/internationally recognized authority in convergent (digital) manufacturing providing technical oversight in the field and advice and guidance to the highest AF and government officials. Serves as a catalyst for creative thinking on new technologies for a highly dynamic convergent (digital) manufacturing field. The incumbent initiates, plans, coordinates, evaluates, and conducts research & development efforts to deliver material systems and technologies that enable the efficient and effective deployment of Convergent Manufacturing Technology with digital design for air and space systems and their environments. Leads development of scientific and technical strategies to exploit and mature the convergence of heterogeneous materials and processes (e.g., additive, subtractive, and transformative) to produce components and functional devices for systems with unprecedented modularity, flexibility, connectivity, re-configurability, portability, and customization. Identifies limitations of these techniques & materials, and research to mitigate, in specialized fields relevant to enabling DAF Future Force Capabilities (platforms, propulsion, munitions, DE survivability, devices, sensors, antennas, communication, space access, space systems, etc.). Leads AFRL S&Es in the development of technology roadmaps that identify milestones to deliver critical components and devices w/ digital twins for near-mid-far term USSF/USAF capabilities only accessible by Convergent Manufacturing, as well as foundational innovations (e.g., data, AI, materials, automation, in-operando sensing, optimization methods) that are necessary to enhance the general utility of Convergent Manufacturing Technologies.

2. As an internationally recognized scientific expert, provides technical expertise, stature, and experience necessary to serve as a consultant on convergent manufacturing matters, advising industry, professional associations, institutions, societies, and allies. As required, serves on national/international panels and committees for the purpose of providing expert and authoritative scientific and engineering (S&E) advice on complex issues and problems. The incumbent will lead collaboration with foreign countries as well as DoD services, industry, and other agencies. The position will facilitate and lead seminars and present research findings on current convergent manufacturing topics. The incumbent will also participate in high level scientific conferences and symposia to address challenges and assess leading edge research/technologies at national and potentially international laboratories (allies).

3. Fosters a DoD-wide Convergent Manufacturing S&E community to partner with other government agencies and the Defense Industrial Base to establish design tools for components or devices, interfaces with digital engineering, certification methods, and open data and standards. Interacts with other DoD components in matters relating to deployment of Convergent Manufacturing within the DoD, including its use for Future Force acquisition programs, on-orbit assembly/manufacturing, within the depots, through supply chains, and for agile combat employment. The primary objective of this position is to advocate for, and assess, how Convergent Manufacturing Technologies will enable the DAF to keep pace with foreign innovations, and ensure a strong US-based agile supply chain that employs these state-of-the-art innovations for components and functional devices.

Qualifications

A. ST QUALIFICATIONS: ST positions require substantial experience and significant scientific contributions related to the scientific disciplines and topic areas described in this position description. The candidate must have at least 3 years of specialized experience in, or closely related to, the field in which the candidate will work; and at least 1 year of this experience (must have been in planning and executing difficult programs of national significance or planning and executing specialized programs that show outstanding attainments in the field of research or consultation. Experience can include paid and unpaid experience, including federal/non-federal government, volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience.

1. To meet the minimum requirements for this Department of the Air Force ST position, you must have (1) year of specialized experience at the GS-14/GG-14/NH-04 or equivalent or specialized experience obtained in the private sector related to the duties of this ST position.

B. MANDATORY TECHNICAL QUALIFICATIONS (MTQs – NTE 6 Pages Total): A supplemental statement must be submitted separately addressing the below Technical Qualifications. MTQ Narratives must provide specific examples that address relevant experience and accomplishments (recommend using the CCAR Format). It is recommended to use 2 pages for each MTQ resulting in a total of 6 pages uploading your final submission as a PDF titling it as your MTQs.

Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:

MTQ1. Demonstrated leadership experience initiating, planning, coordinating, evaluating and conducting basic and applied research and development that increases Department of the Air Force capabilities relative to key technology areas.

MTQ2. Expert level technical knowledge reviewing and designing technology program(s), as well as orienting research efforts to maximize technology advances and mission relevance.

MTQ3. Proven Executive level experience in research program development and management. Ability to lead diverse teams of scientists and engineers in research & development efforts to deliver material systems and technologies that enable the efficient and effective deployment of Convergent Manufacturing Technology with digital design for air and space systems and their environments.

C. SENIOR PROFESSIONAL QUALIFICATIONS (SPQs – NTE 2 Pages Total) A supplemental statement must be submitted separately addressing both Senior Professional Qualifications below. Applicants must provide specific examples/experience/accomplishments that address these professional qualifications. Limit your responses to 1 page per SPQ and upload as a PDF file titled your SPQs.

SPQ 1. Ability to establish and maintain effective working relationships with key management, professional and scientific personnel; advise and consult on scientific and technological programs and problems; and, serve as an effective spokesperson for the organization both nationally and internationally, and;

SPQ 2. Stature in the profession as indicated by memberships and activity in professional and scientific societies, honors, awards, and other recognition and leadership in national and international scientific communities. Contributions and professional reputation as evidenced by citations, patents, and/or publications which advance knowledge in the field.

Education

This is an interdisciplinary professional position involving duties and responsibilities

closely related to more than one professional occupation. As a result, the nature of the work is

such that persons with education and experience in one of the two different professions (listed

below) may be considered equally well qualified to do the work. To be qualified, the incumbent

must meet one of the education requirements for one of the three occupational series listed

below. Note: Acceptable combinations of education and experience for each series are listed on

the OPM website under the General Schedule Qualification Standards.

(a) General Engineering (0801) series requires: A professional engineering degree from an

accredited institution. To be acceptable, the program must (1) lead to a bachelor’s degree in a

school of engineering with at least one program accredited ABET or (2) including

differential and integral calculus and courses (more advanced than first-year physics and

chemistry) in five of the following seven areas of engineering science or physics (a) statics,

dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics (e) electrical fields and circuits; (f) nature and properties of

materials (relating particle and aggregate structure to properties); and (g) any other

comparable area of fundamental engineering science or physics, such as optics, heat transfer,

soil mechanics, or electronics OR a combination of education and experience – at least 60

semester hours of college-level education in engineering or the physical and mathematical

sciences underlying professional engineers combined with specialized training and/or

technical experience (as demonstrated by registration as a professional engineer or successful

completion of the Engineer-in-Training examination).

(b) General Physical Science (1301) series requires: A degree in physical science,

engineering or mathematics degree that included 24 semester hours in physical science

and/or related engineering science such as mechanics, dynamics, properties of materials, and

electronics OR a combination of education and experience – education equivalent to one of

the majors shown above that included at least 24 semester hours in physical science and/or

related engineering science, plus appropriate experience or additional education.

An advanced degree or doctorate in a related professional discipline is highly desired.

Additional information

The qualifications, stature, and contributions of an individual involved in research and development have a direct and major impact on the level of difficulty and responsibility of the work performed. ST incumbents would be expected to possess a graduate degree, significant research experience, and a national or international reputation in their field.

has authored fundamental papers in the field of expertise that are widely used and cited;

has received significant honors from major organizations for his/her accomplishments and contributions; and

is sought as an advisor and consultant on scientific and technological issues
