The primary purpose of this position is to serve as the principal scientific authority and independent researcher for research, development, adaptation and application of EMS warfare technology, techniques,
and component development to meet Air Force and Space Force (USAF/USSF) needs.

Duties
1. Responsible for planning, conducting, evaluating, and coordinating theoretical and
experimental studies in EMS warfare technology within AFRL and with other DoD laboratories
and agencies. Defines and selects specific topics for investigations based on technical
objectives, own authoritative knowledge of subjects and own inventions and concepts. Integrates
scientific advances with the technical state-of-the-art and military technology requirements and
technically guides research and development efforts accordingly. Assists the Directors in
reviewing and designing an overall S&T program and orienting research efforts towards
maximum payoff for technology advances and mission relevance. Consults with representatives
from other organizations to determine current and future needs, to ensure that the USAF/USSF
has access to latest advances and helps develop future projects to achieve high priority goals.
Creates and facilitates cross-directorate programs that bring together multidisciplinary teams to
develop research initiatives that use advanced radio frequency sensing and effects technology to
address USAF/USSF needs. Consults with funding agencies and other DoD and
national/international labs for developing technical programs.
2. Guides research and development activities in the broad areas of EMS warfare concepts,
including the design of new sensors, processes, algorithms, and multi-sensor integration
techniques aimed at decreasing the cost and/or improving the performance of USAF/USSF and
DoD EMS warfare systems. Exhibits multi-disciplinary expertise in electromagnetic warfare
(EW), radio frequency (RF) and electro-optical/infrared (EO/IR) countermeasure systems
(developmental and operational), software-defined RF systems, spectrum management, EW
reprogramming, cyber-EW convergence, signal processing and machine learning, enabling
microelectronics and photonics, and adversary integrated threat capabilities. Generates new
operational concepts for EMS superiority coupled with information and cyber warfare.
Establishes investigations and extends the basic knowledge of these technology areas. Identifies
significant parameters to be measured, data collection plans, validation, and dissemination of
new techniques. These investigations require familiarity with the latest theoretical, experimental,
critical analysis of knowledge obtained from experiments and theory, and technical interactions
with personnel associated with experiments and theory.
3. Interprets results with relevance to USAF/USSF needs and operational customers. Analyzes
results and reports on work accomplished, through publications in scientific journals, conference
papers, and in-house reports. Participates in Air Force, Space Force, DoD, NASA, Navy, Army,
industrial, international and university program reviews and meetings to ensure that the
USAF/USSF are aware of the latest research and development achievements essential to guiding
USAF/USSF investment and applications. Participation is also important to present research
results, to outline the AFRL technical goals and programs, to relate AFRL programs to the
overall national and international efforts in core area science and technology, and to recommend
collaborative research with other organizations. Serves as an expert consultant to military groups
and panels, to industry, and to scientific professional groups and societies. Participates in
scientific conferences and symposia to present research results and to assess progress and leading
edge research by other national and international laboratories.
4. In connection with own research activities, recommends collaborations and provides
appropriate technical guidance. Devises cross divisional teams to respond to USAF/USSF crisis
or mid-term R&D needs. Develops assignments and evaluates progress and technical
accomplishments in terms of program technical goals. Evaluates results in terms of scientific
contributions to advancing the state-of-the-art and ensures that the results are made known to the
operational Air Force, Space Force, Navy, Army, DoD, and other professional, technical
organizations requiring this knowledge. Participates as the principal USAF representative to the
OUSD (R&E) EW Community of Interest. Mentors and guides the development of dedicated
technical staff to assure technical quality. Provides input on performance, technical, professional
training needs, or other pertinent topics as required by the Directors. Promotes a culture where
Intellectual Property (IP) is developed, documented, protected, and encouraged.

Qualifications
A. ST QUALIFICATIONS: ST positions require substantial experience and significant scientific contributions related to the scientific disciplines and topic areas described in this position description. The candidate must have at least 3 years of specialized experience in, or closely related to, the field in which the candidate will work; and at least 1 year of this experience (must have been in planning and executing difficult programs of national significance or planning and executing specialized programs that show outstanding attainments in the field of research or consultation. Experience can include paid and unpaid experience, including federal/non-federal government, volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Your resume must clearly describe your relevant experience.
1. To meet the minimum requirements for this Department of the Air Force ST position, you must have (1) year of specialized experience at the GS-14/GG-14/NH-04 or equivalent or specialized experience obtained in the private sector related to the duties of this ST position.
B. MANDATORY TECHNICAL QUALIFICATIONS (MTQs – NTE 6 Pages Total): A supplemental statement must be submitted separately addressing the below Technical Qualifications. 1. Demonstrated leadership experience initiating, planning, coordinating, evaluating and conducting basic and applied research and development that increases Department of the Air Force capabilities relative to key technology areas.
2. Expert level technical knowledge reviewing and designing technology program(s), as well as orienting research efforts to maximize technology advances and mission relevance.
3. Proven Executive level experience in research program development and management. Ability to lead diverse teams of scientists and engineers in research & development efforts to advance the knowledge of the advanced electromagnetic spectrum warfare technology for USAF/USSF aircraft, munitions, space, and cyberspace systems.

SPQ 1. Contributions and professional reputation as evidenced by citations, patents, and/or publications which advance knowledge in the field.
Education
This is an interdisciplinary professional position involving duties and responsibilities closely related to more than one professional occupation. As a result, the nature of the work is such that persons with education and experience in one of the two different professions (listed below) may be considered equally well qualified to do the work. To be qualified, the incumbent must meet one of the education requirements for one of the two occupational series listed below. Note: Acceptable combinations of education and experience for each series are authorized.
(a) General Engineering (0801) series requires: A professional engineering degree from an accredited institution. To be acceptable, the program must (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited ABET or (2) including differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics (a) statics, dynamics; (b) strength of materials ( stress-strain relationships); ( c) fluid mechanics, hydraulics; (d) thermodynamics (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics OR a combination of education and experience – at least 60 semester hours of college-level education in engineering or the physical and mathematical sciences underlying professional engineers combined with specialized training and/or technical experience (as demonstrated by registration as a professional engineer or successful completion of the Engineer-in-Training examination).
b) General Physical Science (1301) series requires: A degree in physical science, engineering or mathematics degree that included 24 semester hours in physical scienceand/or related engineering science such as mechanics, dynamics, properties of materials, and electronics OR a combination of education and experience – education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
An advanced and/or Doctorate Degree is highly desired.
Additional information
The qualifications, stature, and contributions of an individual involved in research and development have a direct and major impact on the level of difficulty and responsibility of the work performed. ST incumbents would be expected to possess a graduate degree, significant research experience, and a national or international reputation in their field.

has authored fundamental papers in the field of expertise that are widely used and cited;
has received significant honors from major organizations for his/her accomplishments and contributions; and
is sought as an advisor and consultant on scientific and technological issues
