Senior Talent Development Specialist

We are seeking an experienced, proactive, talent development specialist to join our team. The right candidate will be committed to advancing the State of Missouri’s leadership development capability and developing learning opportunities for various segments of the workforce. They will also implement talent development programs for the people who work in the Office of Administration.

What you’ll do:

  • Provide key operational support to the ENGAGE program, the Statewide professional development program that brings supervisors and team members together to have meaningful professional development conversations.
  • Focus areas will include (and not be limited to) employee well-being, cultivating culture, and creating scalable processes for building deep talent bench strength.
  • Collaborate with statewide talent development leaders to equip them with knowledge and resources to develop and implement successful onboarding and succession planning efforts.
  • Evaluate external market best practices to identify and implement end-to-end talent strategies to foster a high-performing culture. Research may include examination of how the business acquires, retains, and develops the right people, at the right time, in the right location to match business needs at scale.
  • Work with leaders and external providers to conduct 360 evaluations, assessments, and other related talent tools. Implementation of these tools includes debriefing of results and developing coaching sessions for leaders. This may include design and delivery of e-learning and in-person trainings.
  • Lead departments in developing learning plans and assist with the execution of performance management, including objective setting and assisting employees with developmental goal setting for career growth.
  • Employ a variety of assessment techniques to determine effectiveness of team member life cycle and recommend/implement opportunities for improvement.

Minimum Qualifications

  • Proven program management skills with demonstrated ability to listen, plan, prioritize, organize, and execute enterprise-wide strategies
  • Public service focus
  • Ability to work well on a fast-paced, high performance team
  • Knowledge of how to create a leadership strategy
  • Demonstrated skill in creating and aligning a leadership development strategy to support the leadership strategy
  • Knowledge and experience in formal succession planning.
  • Ability to create engaging e-learning content using a variety of technologies.
  • Experience in instructional design
  • Working knowledge of project management fundamentals.
  • Competence in developing a rapport with others and adapting to interpersonal styles when communicating one-on-one with individuals, working with diverse groups, facilitating training sessions, leading focus groups, and other interactions.
  • Strong verbal and written communication skills.
  • Ability to handle multiple assignments, prioritize tasks, and meet deadlines.
  • Strong organizational skills and understanding of the need for data-driven results.
  • Familiarity with the principles of continuous improvement.
