Duties
Serves as the Office of Nuclear Security and Incident Response (NSIR)/ Division of Physical and Cyber Security Policy (DPCP) technical expert and Commission-wide resource for providing technical support for major policy, program, or operational initiatives associated with nuclear security, safeguards, and related radiological protection policy issues. As the Senior Technical Advisor for Nuclear Security reporting to the Director, DPCP, provides authoritative technical assistance, consultation, and support to NSIR and NRC senior management and performs complex policy development studies on new or unusually complex technical issues related to nuclear security, safeguards, or radiation protection. Coordinates and leads NSIR activities to resolve domestic and foreign nuclear security and safeguards issues; and recommends policies and procedures regarding specific programs consistent with NRC’s Strategic Plan. Acts as an NRC liaison with external national and international groups and organizations for technical matters related to nuclear security. Serves as a leader in coordinating domestic and international collaboration, coordination, and interface activities.
Duties may include, but are not limited to:
Serves as the NSIR technical expert for complex, specialized projects involving nuclear security, safeguards, and radiological protection issues, with broad responsibility for office-level technical oversight, coordination, and staff support. Provides authoritative consultation, guidance, assistance, and recommendations on issues to the NSIR management team, other NRC offices and personnel, and Commission members and their staffs.
Coordinates crucial agency interactions with external entities, both Government and industry, relating to nuclear security, safeguards, and radiological protection issues and presents and defends NRC technical positions, concerns, objectives, and requirements. Represents the agency at Government, academic, international, and industry conferences, seminars, and meetings.
Reviews proposed conventions, agreements, protocols, regulations, legislation, policies, reports, memoranda, and other agency documentation relating to nuclear security, safeguards, or radiological protection and provides comments, analysis, or suggestions, as appropriate. Counsels office and agency management regarding the likely effect of regulatory or policy actions in, or related to, nuclear security, safeguards, and radiological protection.
Reviews related agency work for technical merit and accuracy and suggests or directs revisions or additional analysis as needed to ensure technical quality of products. Serves as technical trainer and mentor for agency staff, providing guidance regarding methodology, information sources, or scientific or policy approaches to problems or issues relating to nuclear security, safeguards, and radiological protection.
Functions as the lead NRC point of contact and liaison with other government agencies, national and international industry organizations, key university researchers, and professional societies with influence over or interest in NRC activities or initiatives in the areas of nuclear security and related radiological protection issues. Represents the NRC as a senior technical member of interagency working groups and task forces, as well as professional association committees, advisory panels, study groups or public meetings. Interacts with recognized peer experts in the technical community, including those of academic, international, and government agencies, to assess and disseminate developments in nuclear security and radiological protection technology. Interfaces with other NRC experts who represent the agency on such bodies to exchange lessons learned and best practices to ensure that key interfaces are maintained.
Identifies requirements and opportunities for analysis and data development relating to problems or issues associated with nuclear security, safeguards, and radiological protection. Independently plans, coordinates, and initiates these activities based on personal assessment of the value and relevance of the potential lines of inquiry to programmatic and functional needs and overall NRC mission responsibilities as described in the Strategic Plan.
Leads and directs interdisciplinary teams to analyze and evaluate technical, regulatory, or policy development and review projects related to nuclear security, safeguards, and radiological protection issues. Coordinates efforts of group members within or external to NSIR, integrates and synthesizes findings and recommendations, develops reports, memoranda, or other documentation as appropriate, and presents projects status and results to NSIR or agency management.

Qualifications
To qualify for this position, you must have at least seven to ten years of specialized experience, or an equivalent combination of education and experience (e.g., graduate degree) that demonstrates expert knowledge and experience of nuclear principles, concepts, theories, and methods and ability to assess their relationship to nuclear security, safeguards, and radiological protection issues and programs. Stature as an acknowledged expert in nuclear engineering and radiological protection in excess of those obtained by formal graduate school education, in the principles, theories, concepts and methods of nuclear engineering, radiological protection, international nuclear regulations, material control and accounting, and safeguards as it relates to NSIR’s mission.

The Ideal Candidate for this position will have:
- Detailed expert knowledge and experience of nuclear principles, concepts, theories, and methods, including nuclear regulations, criteria, standards, guides, policy for nuclear security, safeguards, and related radiation protection issues. Thorough knowledge of IAEA Safety Standards and other related U.S. policies, programs, and regulations for security, safeguards, and radiation protection, including the ability to assess their relationship and impact on NRC’s regulatory programs. Thorough experience and knowledge sufficient to assess the impact of national security initiatives and plans on NRC policies and programs.
- Thorough understanding and knowledge of systems, operation, radiological accident consequences, and characteristics of nuclear facilities sufficient to (1) evaluate elements of security programs for NRC-licensed facilities; (2) evaluate NRC oversight programs for nuclear security; (3) identify requirements and opportunities for research, analysis, or data development or acquisition relating to problems or new technologies associated with nuclear security and related radiological protection issues; and (4) identify the impact of various issues and new technologies on current NRC policy.
- Demonstrated advanced oral and written communication skills and experience to effectively develop messages on NRC policies and programs, develop complex, written policy considerations, and be proactive in initiating new policy considerations and assessing potential policy issues raised by other organizations or as the result of new technologies. Convey and present complex and detailed information of a technical and/or policy nature to colleagues, peers, senior management officials, and representatives of other institutions, agencies or organizations, as well as the public, outside professional organizations, other government agencies, foreign governments, and domestic and foreign industry representatives. Demonstrated ability to explain, advocate and express facts and ideas in a clear and convincing manner.

Qualification for 801 series:
Basic Requirements:
- Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
- Combination of education and experience college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
- Professional registration or licensure Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board’s eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
- Written Test Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
- Specified academic courses Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
- Related curriculum Successful completion of a curriculum leading to a bachelor’s degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Qualification for 1301 series:
Basic requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period.
