The Capital Development Board (CDB) oversees the construction of new state facilities, such as prisons, state parks, mental health institutions and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.

Position Description

This position is accountable for performing professional electrical engineering duties involving scopes of work concerning the planning, designing and reviewing of all project phases under the jurisdiction of the Capital Development Board (CDB). Under general direction, the incumbent is accountable for providing professional and technical engineering expertise and services in all phases of project development analyzing Architect/Engineer (A/E) qualification, reviewing plans and specifications prepared by A/Es, designing in-house projects and conducting research. The incumbent helps to ensure compliance with procedures and policies related to construction codes, legal aspects and budget requirements. The incumbent is required to have a valid driver’s license and proper vehicle insurance. This position requires moderate travel and overnight lodging.

Job Responsibilities

1. Reviews construction documents to ensure compliance with all applicable design requirements. Provides professional and technical electrical engineering expertise in all phases of project development. Provides assistance, advice and recommendations on complicated technical issues through detailed code analysis, calculations and other methods of verification.

2. Conducts fields surveys and prepares budget survey documents. Provides detailed scopes of work including materials and quantities and noting factors that could affect the project costs.

3. Oversee the development of complete electrical working drawings, including details and explanatory notes for new buildings and renovations of existing ones. Writes and directs the writing of all pertinent electrical specifications. Makes complete quantity take-offs for estimates of projects. Coordinates with user agencies to ensure project designs meet requirement and serves as technical expert and liaison to the user agencies.

4. Works with A/E’s, contractors and user agencies to resolve complex project problems and serves as a resource to construction administration management and legal. Assists with code questions and interpretations. Reviews change order proposals for justification, accuracy and impact on project elements.

5. Keeps abreast with the latest engineering developments in order to make recommendations to the Administrator of the Professional Services Division regarding construction, maintenance and budgets.

6. Mentors Technical Specialists and Technical Specialist Trainees. Ensures the application of common electrical engineering principles and concepts, provides guidance and direction and reviews less experienced employee’s work.

7. Assists with evaluating, prescreening and selecting A/Es.

8. Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to four (4) years of college.

2. Requires eight (8) years of progressively responsible professional experience in electrical engineering, including extensive knowledge of the principles and practices of electrical engineering, building construction and renovation practices, building material trade capabilities and construction.

Preferred Qualifications

1. Bachelor’s degree in electrical engineering.

2. Illinois certification as a licensed professional engineer.

3. Ability to read blueprints and schematics.

4. Ability to understand and interpret relevant codes and research new technologies.

5. Ability to assist in phases of comprehensive building and renovation projects to include feasibility studies and preliminary drawings.

6. Working knowledge of MS Office products and eBuilder.
