The Capital Development Board (CDB) oversees the construction of new state facilities, such as prisons, state parks, mental health institutions and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.

Position Overview

This position is accountable for performing professional estimating/mechanical/electrical duties involving scopes of work to review construction contract change orders for proper scope and reasonable value for mechanical and electrical systems under the jurisdiction of the Capital Development Board (CDB). Under general direction, the incumbent is accountable for providing professional construction cost estimates for mechanical and electrical systems, estimates component costs for scope of work required by field surveys or using agency scope of work and provides definitive mechanical and electrical cost estimates for in-house design projects. The incumbent is required to have a valid driver’s license and proper vehicle insurance. This position requires moderate travel and overnight lodging.

Job Responsibilities

1. Reviews construction contract change orders for proper scope and reasonable value for mechanical and electrical systems. Performs quantity take-offs, unit cost and labor rate reviews and associated and allowable general condition costs. Negotiates a settlement of the total value of the change order when there is a difference between CDB’s scope and cost and contractors. Provides assistance, advice and recommendations on complicated technical issues through detailed analysis, calculations and other methods of verification.

2. Prepares capital budget request construction cost estimates for mechanical and electrical systems. Estimate component costs for scope of work required by field survey or using agency scope of work.

3. Provides definitive mechanical and electrical cost estimates for in-house design projects. Prepares detailed quantity take-offs and unit pricing. Acquires quotations from vendors and suppliers and prepares labor costing for the project location and estimating general condition, overhead and profit allowance.

4. Maintains cost data in support of estimating duties and provide information when needed to other estimators. Advises project management on bid document preparation for unit price work. Reviews the unit price bids and makes recommendations on acceptance or rejection.

5. Assist Project Manager in the review of the validity of contractor initiated disputed claims and if possible, negotiates a settlement of the cost. Settles cost claims or disputes.

6. Mentors Technical Specialists and Technical Specialist Trainees. Ensures the application of common mechanical/electrical estimating principles and concepts, provides guidance and direction and reviews less experienced employee’s work.

7. Assists with evaluating, prescreening and selecting A/Es.

8. Serves as a team member during alternative dispute resolution mediation sessions. Supports CDBs position on cost recovery and modifying those costs as warranted by the mediation process.

9. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill and mental development equivalent to four (4) years of college.

2. Requires eight (8) years of progressively responsible professional experience in estimating duties including the principles and practices of cost estimates for electrical and mechanical systems, construction contract change orders, building material trade capabilities and construction.

Preferred Qualifications

1. Bachelor’s degree in construction management, engineering, business or construction related field.

2. Ability to read blueprints and schematics.

3. Ability to understand and interpret relevant codes and research new technologies.

4. Ability to assist in phases of comprehensive building and renovation projects to include feasibility studies and preliminary drawings.

5. Working knowledge of MS Office products, Adobe Pro and eBuilder.
