Pay Range
$176,850.00 – $227,124.00 Annually
Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.
Job Description
We are seeking to hire a Fire Marshal/Fire Protection Division Leader in the Emergency Management Department (EMD). You will serve as the Authority Having Jurisdiction (AHJ) for fire protection and life safety and will have responsibility for supervision, leadership of personnel, develop, apply, and enforce fire protection and building codes and standards. This position is within the Infrastructure & Operations (I&O) Directorate.
You will
- Provide strategic leadership, supervision, guidance, oversight, and management of the Fire Protection Division group including fire/life safety programs and initiatives such as the fire extinguisher and AED program and other team projects. Oversee and manage the professional development of Fire Inspectors and Fire Protection Engineers.
- Provide subject matter expertise and solutions for highly technical and complex problems regarding fire protection, life safety problems, challenges, emerging issues, and determining fire cause.
- Develop annual budgets and workplans for fire protection projects including funding strategies to allow for cost-effective fire and life safety projects to be implemented.
- Provide oversight to ensure compliance with the Laboratory Alarms Inspections, Test & Repair required codes and Standards.
- Conduct risk assessments and self-assessments of overall fire protection program and laboratory facility.
- Establish and maintain client and NNSA/LFO focus to generate, monitor, and track strategic performance goals, deliverables, and reports.
- Interact and collaborate with all levels of personnel internal and external to the Laboratory, including DOE/NNSA/Livermore Field Office (LFO), auditors, state and local government, local fire department, and senior management.
- Actively participate and cultivate relationships with external agencies, local fire departments, and emergency response offices, utilize their ideas and experiences to refine and improve Laboratory’s fire protection program.
- Establish and oversee performance management of division staff, including disciplinary actions, career development, training, annual appraisal, and employee ranking activities.
- Perform other duties as assigned.
Qualifications
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s degree in Fire Protection Engineering or equivalent combination of education and significant related experience.
- Extensive experience serving as AHJ for fire protection and life safety.
- Extensive working knowledge and subject matter expertise with NFPA Life Safety Code, Building Inspection Manual, Fire Protection Handbook, Building Construction and Safety Code, Fire Code, and NFPA codes and standards. Knowledge of Alarms Inspection, Test & Repair NFPA required codes and standards.
- Experience managing Fire Inspectors and Fire Protection Engineers in a mid-sized fire prevention/protection organization.
- Experience working in a government, private business, non-profit, consulting, and/or academic sectors and environments.
- Advanced experience and in-depth technical knowledge to develop, apply, and implement fire protection, life safety, and building codes and practices.
- Experience providing technical leadership, organizational team building and interpersonal skills necessary to manage a multi-disciplinary team.
- Advanced experience analyzing, resolving, developing, planning, and implementing solutions for highly complex problems.
- Experience with strategic planning, workforce planning, managing budgets, organizational dynamics, and establishing strategic and operational goals.
- Expert communication, facilitation, negotiation, interpersonal, and collaboration skills necessary to effectively present, explain, direct, negotiate, influence, and advise senior management, and to effectively communicate with a wide variety of disciplines and level of management, both internal and external to the Laboratory.
Qualifications We Desire
- Advanced degree in Fire Protection Engineering or related field.
- California State Fire Investigator Certification or equivalent certification.
- Incident Management Courses/Certificates: (ICS- 100 thru 800 and G-191).
