Service Manager – New Bethlehem Program

New Bethlehem Program (NBP) is an Enhanced Family Shelter located in Kirkland, WA operated by Catholic Community Services. The New Bethlehem Program maintains two service sites:

  • New Bethlehem Place which shelters up to 10 families, and guides the families in identifying housing resources along with connecting families with supportive wrap-around resources. New Bethlehem also hosts an open Day Center which operates Monday through Friday between the hours of 10:00AM-2:00PM for families seeking housing resources and daily living assistance seeking a place to rest, shower, complete their laundry, have a meal, meet with case management services, and connect with area service providers.
  • Hotel Shelter which was established to support the heightened need during the pandemic. The hotel shelter provides 10 families on-site guidance from CCS Case Manager and supportive resources to aid in securing housing options.

The Program Manager is responsible for supervision of all staff and volunteers, coordination with area service providers, and daily operations of the New Bethlehem Program.

Responsibilities

Supervision:

  • Monitor the quality of services provided by staff, provide necessary supervision, and conduct annual staff performance reviews.
  • Work closely with the Volunteer Committee, Volunteer Services, Education Coordinator, and Development Manager on needs of New Bethlehem Program.
  • Coordinate with potential volunteers, explaining the program and answering questions.
  • Coordinate with other Staff/Volunteer Services to: Interview, complete Volunteer Application process, including a WSP background check.
  • Monitor the quality of services provided by volunteers by providing necessary feedback, training and supervision.
  • In rotation with other leadership staff to be the person on-call for program.
  • Assist with the hiring of program staff for both sites. This includes interviews and all necessary steps in the hiring process.
  • Co-facilitate Monthly Leadership and Shelter meetings.

Fiscal Management:

  • Responsible for annual budget. Funding sources include government, grants and Community-Individual donations.
  • Familiar with contracts which identify outcome and performance measures for continued funding.
  • Timely completion of quarterly and annual invoicing and other reporting deadlines as requested.
  • In conjunction with Supervisor and agency Grants Manager, complete grant applications for consideration.

Maintain client information according to Quality Assurance standards:

  • Maintain electronic client information and ensure all necessary documentation is included.
  • Develop and manage collection system for weekly client information including attendance, showers, laundry, and participation with service providers.
  • Enter client data into database system for monthly and annual reports.
  • Respond to client grievances and complaints in a fair and equitable manner under established procedures.
  • Make sure client mail is tracked, stored and distributed safely, according to agency policy.

Community/Program Development:

  • Welcome visitors from the community, including service providers and funders.
  • Contact service providers; coordinate a schedule of their availability for clients, and post/update information as necessary.
  • Attend community meetings as necessary and approved by supervisor. Present on the operations of NBP.
  • Engage with individual donors to further establish relationships within the community, in conjunction with supervisor.
  • Be proactive in building neighborhood relationships and collaborate with supervisor.
  • Participate in advocacy efforts.

Provide oversight of the daily operations of the New Bethlehem Program, which operates 24/7. The Program Manager works on site. The Program Manager is responsible for the overall quality of services and supervision of Case Management staff and volunteers for the New Bethlehem Program:

  • Complete set-up for daily operation.
  • Monitor daily activities, and communicate with Supervisor, leadership team, and staff regularly.
  • Supervise staff and volunteers.
  • Read and oversee the daily log activities.
  • Communicate regularly with staff to discuss challenges and create solutions.
  • Maintain calm and welcoming presence.
  • Treat all clients in a culturally sensitive manner, assuring the CCS’ commitment to cultural diversity and inclusivity is met. Actively seek to become informed on issues where culturally determined perceptions may be significant.
  • Monitor client behavior and implement consequences.
  • Respond to emergency situations in accordance with agency policy.
  • Monitor the state of the NBP and collaborate with Supervisor on needed repairs.
  • Coordinate Clean-up of the facility after each day of operation.
  • Be the Emergency Contact for NBP staff/ Volunteers – including shift coverage as needed.

Job Conditions

This position requires the employee to work in an environment where there may be exposure to blood, other bodily fluids, potentially infectious or hazardous substances, chemicals, dust, noise and odors. Working conditions may include frequent interruptions, sharing workspace with colleagues, working alone, flexibility in scheduling, extensive computer use, and interactions with individuals who may be angry and/or dealing with mental health and substance abuse issues.

  • Mobility/dexterity of hands/arms to enable keying into locked areas as well as using a computer and other office equipment.
  • Able to sit for sustained periods of time.
  • Able to walk the entire building and ascend and descend stairs quickly to move from one floor to another in order to respond to emergency situations.
  • Ability to lift, move and/or carry up to 40 pounds.
  • Able to make independent decisions and apply sound judgment in performing job duties.

Qualifications

  • Bachelor’s degree in social services or a related field, or commensurate experience in social services.
  • At least two years of experience in direct provision of social services, preferably with homeless families.
  • Supervisory skill of employees or volunteers.
  • Willingness and ability to make sound judgment without on-site supervision.
  • Experience working with racially and culturally diverse groups.
  • Experience with community outreach, coalitions, collaborative projects, or inter-agency models.
  • Understanding of problems people in poverty often face, including alcohol and drug abuse, mental illness, domestic violence, and homelessness.
  • Understanding of the influence of racism on poverty and services.
  • Excellent written and oral communication.
  • Good office computer skills, with ability to maintain complex client records and produce flyers and informational materials.
  • Commitment to working within the mission, goals and objective of Catholic Community Services, including the sanctity of life.
  • Valid Washington State Driver’s License. Meet the conditions of the agency driving policy.
  • Obtain Washington State Food Worker’s card.
  • TB test or willingness to obtain.
