PURPOSE OF CLASSIFICATION

The purpose of this classification is to perform maintenance and/or repair works associated with various Public Works & Recreation projects as well as maintain parks, athletic fields and all related facilities.

ESSENTIAL FUNCTIONS

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Performs maintenance work involving various parks, public works and recreation projects within an assigned division/area, which may involve road/street construction maintenance, roadside maintenance, sign fabrication, pest control, building maintenance, parks maintenance, or other projects.

Operates a variety of equipment, machinery and tools used in projects and activities, which may include a dump truck, utility truck, bucket lift, tractor, sidewalk grinder, asphalt reclaimer, compactor, concrete mixer, mowing equipment, weed eater, edger, chipper/mulcher, leaf blower, hedge clipper, pressure cleaner, digital plotter, sign roller table, press, striping machine, torch, paint machine, chemical sprayer, chain saw, pole saw, table saw, miter saw, drill, drill press, asphalt cutting saw, jackhammer, sledgehammer, post driver, post hole digger, sod cutter, trencher, tiller, roller, hand tamper, pick ax, shovel, rake, pitchfork, box blade, broom, ladder, drafting instruments, artist’s instruments, concrete finishing tools, measuring devices, carpentry tools, mechanic tools, power tools, hand tools, base tool, pumps, vacuum cleaner, carpet cleaner, buffing machine, floor scrubber, water extractor, mop, cleaning supplies.

Hauls, transports, loads and unloads various equipment and materials used in projects or at work sites. Performs general/preventive maintenance tasks necessary to keep vehicles, equipment and tools in operable condition, which may include inspecting equipment, refueling vehicles, checking fluid levels, replacing fluids, greasing equipment, replacing parts, washing/cleaning equipment, and cleaning shop/work areas; monitors equipment operations to maintain efficiency and safety; reports faulty equipment.

Follows safety procedures, utilizes safety equipment, and monitors work environment to ensure safety of employees and other individuals, places safety cones, markers, or signs to alert employees/citizens of work areas, wet floors, or other potential hazards.

Maintains inventory and ensures availability of adequate equipment, tools, parts, supplies, or other materials needed to conduct projects including cleaning supplies and paper products for both the Town of Jupiter and contracted custodial vendor; communicates with custodial vendor and day porters to ensure adequate cleaning supply levels; orders, receives and stocks supplies as needed; ensures storage areas and equipment closets are clean, stocked, organized and free of debris or garbage; assists in determining amount of materials needed to complete projects; initiates requests for new/replacement materials; purchases or picks up supplies/materials as needed.

Prepares or completes various forms, reports, correspondence, logs, mosquito spraying charts, timesheets or other documents. Uses personal electronic device to log activities in the town’s work order system.

Receives various forms, reports, correspondence, schedules, work orders, maps, policies, procedures, operational guides, manuals, reference materials, material safety data sheets or other documentation; reviews, completes, processes, forwards or retains as appropriate.

Communicates with supervisor, town officials, the public, community organizations, other departments, community service workers, contractors, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems; responds to requests for service or assistance.

Additional duties when assigned to the Parks Division:

Performs various task associated with maintenance of grounds, athletic fields, or related facilities, which may include digging, mowing, edging, sodding, trimming, pruning, planting trees and shrubs, pulling weeds, mulching, blowing, raking, sweeping, pressure cleaning, litter/debris control, applying fertilizer and pesticides, trash removal, cleaning and disinfecting facilities, replenishing soap and paper products, repairing/replacing athletic nets and equipment, assembling/moving benches or bleachers, setting up tents or equipment, loading/mixing concrete, moving and grading earth and other ground materials. installing temporary fencing, installing windscreens, installing signs, fence repairs, playground equipment repair, and lifting/moving heavy materials.

Prepares/maintains tennis courts, baseball/softball fields, and multi-purpose fields for individual games, leagues, or tournaments. Lay out and mark soccer, football, lacrosse, baseball/softball fields. Measures and installs bases, home plates and pitching rubbers at correct distances. Build and maintain pitching mounds and batters boxes. Maintain infield clay areas and clay to grass transitions to ensure safety, playability, and positive surface drainage. Water grass and clay through irrigation systems and by hand. Use physical means and drying agents to remove water from athletic fields. Assists with vacuuming turf, top dressing, divot/turf wear repair, and rolling athletic fields.

Monitors parks and facilities to identify problems or needed repairs, and reports issues to supervisor and appropriate personnel. Takes basic corrective action to fix problems as appropriate; submits computer-based service calls to appropriate department for repairs.

Additional duties when assigned to the Public Works Division:

Performs various tasks associated with street maintenance projects as assigned, which may include repairing asphalt and shell rock surfaces, compacting road surfaces, cutting sidewalks/pavement, busting/removing asphalt/concrete, irrigation repairs, mixing concrete, building concrete forms, pouring/spreading concrete, driving sign posts, picking up debris/litter, removing dead animals from roadways, digging holes/trenches, shoveling materials, lifting/moving heavy materials, setting up or removing road barricades at work sites, or flagging traffic.

Performs various tasks associated with roadside maintenance projects as assigned, which may include mowing right-of-way areas, cutting brush/tree limbs, chipping tree limbs, removing tree roots from damaged sidewalk areas, trimming shrubs/hedges, applying herbicides, removing debris/litter from roadsides/easements/sidewalks, clearing vacant lots, top dressing fields with dirt, raking/blowing leaves, spreading ground materials, digging holes/trenches, shoveling materials, lifting/moving heavy materials, setting up or removing road barricades at work sites, or flagging traffic.

May assist with various tasks associated with sign fabrication and maintenance, which may include developing computer database of sign data, fabricating road/street traffic signs, cutting sign letters, pressing/rolling sign materials, installing/replacing signs, straightening damaged signs, repairing/maintaining signs, or applying paint/stripes to road surfaces.

Performs tasks associated with building repair/maintenance projects/activities, which may include painting interior/exterior walls, assembling/erecting cubicles, pulling wires, hanging storm shutters, moving furniture/equipment, setting up tables/equipment for meetings/functions, cleaning building areas, sweeping surfaces, mopping floors, and removing trash. Oversees contractors performing services related to building maintenance and cleaning at Town facilities.

Performs various tasks associated with pest control projects as assigned, which may include mixing chemicals, applying pesticides to control mosquitoes or other insects, or spraying right-of-way areas.

Additional duties when assigned to the Recreation Department:

Performs cleaning of facility including, but not limited to sweeping, mopping, restroom maintenance, vacuuming, washing windows, trash and recycling removal, dusting, organizing custodial closet and facility storage rooms, restocking of supplies as needed, wiping down and disinfecting surfaces.

Performs general maintenance tasks or manual tasks as needed. Assists with set up and breakdown of tables, chairs, audio-visual equipment, dance floor and podiums for Community Center activities including, but not limited to, facility rentals, meetings, parties, classes, special events, camps, dances, concerts, movies and athletic programs; includes both internal and external activities.

Assists in maintaining security of buildings/facilities; locks/unlocks buildings/offices as appropriate; turns off lights, copiers, and other office equipment not in use. Assists during various Community Center special events.

ADDITIONAL FUNCTIONS

Provides assistance to other employees or departments as needed.

Performs other related duties as required.

MINIMUM QUALIFICATIONS

  • High school diploma or GED; supplemented by two (2) years of previous experience and/or training involving equipment operation and maintenance work in area of assignment, such as road/street construction maintenance, roadside maintenance, sign fabrication, pesticide application, parks, grounds and facility maintenance, or other projects or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Application of pesticides requires possession and maintenance of a valid Public Health Pest Control license. Maintenance of Traffic (MOT) certification is required within one year of employment.
  • A valid Florida driver’s license is required. For application purposes, a valid driver’s license from any state (equivalent to a State of Florida Class E) may be utilized; with the ability to obtain the State of Florida driver’s license within thirty (30) days from date of employment.
