Official Position Description:
In the District 2 Capital Programs Administration Office, Structural Design Section, acts as staff specialist (I.e., develops & evaluates plans & criteria for variety of projects & activities to be carried out by others; assesses feasibility & soundness of proposed engineering designs, evaluation tests, products or equipment when necessary data is insufficient or confirmation by testing is advisable; represents organization at conferences in order to resolve questions; directs engineering/technical activities on behalf of supervisor; plans & coordinates work; assists in development of section policy, budget preparation &/or long range planning; advises offices, consulting firms, Federal Highway Administration (FHWA), local agencies (LPAs) & others regarding projects/problems in assigned area of expertise); signs plans & other engineering documents as registered professional engineer. Provides technical assistance & direction to lower level transportation engineers, technicians &/or support personnel. Estimates bridge project costs. Provides assistance to Capital Program Administrator& project managers in administration of CPA Office. Uses personal computer (e.g., Computer-Aided Design & Drafting (CADD)) to generate complex drawings for specific positions on construction, maintenance & planning of transportation projects & prepares or reviews specialized design & layout of bridges, transportation structure & highway drainage structures (e.g., storm sewers, reinforced concrete headwalls & footers, concrete & metal boxes, arch culverts, retaining walls, bridge detail designs) & analyzes existing conditions. Utilizes design standards as required in interpreting complex plans in order to provide for effective implementation & minimize chance of accident, conflict &/or delay. Prepares design changes for final plans in order to solve plan implementation problems related to geometric design & hydraulics. Coordinates plan preparation with other offices in District. Conducts field reviews of ongoing projects &/or reviews sites of proposed projects in order to ensure project adaptability.
Serves as project manager regarding District bridge & structure projects & culvert & small structure replacement & rehabilitation projects. Ensures accurate & timely updating of management information systems as they relate to program delivery (e.g., ELLIS, Time Management System (TMS), Bridge Management System (BMS)) & ensures their business rules, policies & procedures are implemented, used & maintained as standard business practice in their designated work environments. Ensures culvert &/or small structure projects are developed in accordance with ODOT Project Development Process (PDP) Manual. Prepares, reviews, & maintains project related records (e.g., preliminary engineering reports, structure type studies, geotechnical reports, construction estimates). Reviews plans in order to ensure engineering accuracy & compliance with design criteria. Recommends changes to highway plans prepared by consultants or designed in-house.
Meets with general public, government officials & property owners in order to provide information regarding project design. Attends training sessions & technical & professional meetings in order to stay abreast of new design criteria & policies. Operates state vehicle to travel throughout District as needed in order to conduct field reviews. Preforms miscellaneous duties as assigned by higher authority.

Qualifications
Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 2, 85642; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.
-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as group or project leader providing work direction & training to engineering technicians &/or lower-level engineers or 12 mos. exp. in conducting engineering related research (i.e., conducting engineering related research only applies to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license.
