The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.
Financial Services/Payment Services oversees and ensures all agency payments are accurately issued in a timely manner and in accordance with all governing directives. Payment Services processes on a monthly basis Child Welfare payment for over 300 contracted foster care, preventive and juvenile justice providers with multiple contracts, Housing and Adoption Subsidy/KinGAP payments for over 10,000 clients, Child Care for over 9,500 voucher providers and programs, as well as agency administrative payments totaling approximately 28,000 invoices each year. Payment transactions exceed 280,000 annually, totaling more than $2.04 billion dollars in expenditures.
The Silver Stars consultant will have a direct impact on payments processed to cover the administrative costs of goods and services as well as the costs for more than 300 vendor contracts required by ACS to support the implementation and effective delivery of its social service programs; and the processing of approximately 6,500 child care voucher payments each month for up to 57,000 children from infancy to age 13 and special needs children up to age 18-19 if in vocational school.
Typical duties include but are not limited to:
• Perform difficult supervisory/analytic/administrative work of varying degrees of difficulty to ensure the preparation and timely and complete processing of payments within the Department of Financial Services Office of Payment Services.
• Responsible for ensuring that all agency contract, subsidy, administrative and child care voucher payments are issued to contracted vendors in a timely manner and in accordance with governing directives so that critical services to children are provided.
• Provide data entry support for the issuance of payments to contracted providers.
• Maintain and practice responsive Customer Service to ensure that internal and external inquiries are handled in an efficient manner.
• Review and prepare statistical and audit review reports by analyzing, interpreting, gathering data, performing calculations and making recommendations, to make periodic summary information available to staff.
Minimum Qual Requirements
1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in “1” above; or
3. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in “1” above;
4. Education and/or experience equivalent to “1”, “2”, or “3” above. However, all candidates must possess the one year of administrative or supervisory experience as described in “1” above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in “1” above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
Preferred Skills
Payment Services staff are required to be proficient with child welfare and child care payment systems [including FMS, PMRS, BICS, WMS, PASSPort, SPPT, Accelerator Financial, CAPS, ACCIS and Voucher Log] to ensure the timely and accurate payments of monthly single-issue and special payments.
