The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing child care assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.
The DPS Systems Liaison is responsible for mailing NYS and NYC notices to families who are receiving or ending mandated prevention services. These notices inform families of the decision to end their services, of any changes in provider assignment for the family and of the family’s rights if they disagree with the decision. The Notice of Intent Letter, known as Form DPS 019 (formerly CS 174B) is mailed to families to inform them of the intent to reduce or discontinue prevention services with ACS.
The process for this task is outlined below:
1. Review Preventive Case Information in Relevant Systems
PROMIS
• DPS staff checks PROMIS message board for agency case closures or transfers.
• Print out the case closure letter
CONNECTIONS
• DPS staff performs clearance for active CPS investigations on the case.
HOUSING SUBSIDY PAYMENT SYSTEM
• DPS staff performs clearance for active housing subsidy on the case
Note: If there is an active investigation within ACS or an active housing subsidy, then the DPS staff will suspend the case closing and the case becomes active again in PROMIS. II.
2. Print and Mail Out Letter (Form DPS 019) to Families a) If no active investigation or subsidy is found, DPS staff can proceed to mail out letter.

1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent to “1” above.
