Description

Under direction, to analyze and evaluate department-wide program(s), and analyze, interpret, develop, implement and disseminate Social Services related policies and procedures, to conduct confidential and sensitive studies and/or audits of operational and program matters, and make policy or administrative recommendations to management

Typical Tasks

  • Represents the Social Services Agency to other County departments, committees, contracted agencies, and community groups;
  • Facilitates meetings and serves as a resource for program staff and management, to assist them in meeting the needs of clients, including children, youth, adults, and families;
  • Identifies and interprets policies and procedures between departments, outside groups and agencies;
  • Provides community planning and organization with outside groups interested in providing human services;
  • Performs special assignments of a short duration as assigned;
  • Performs ongoing special assignments; e.g., Fair Hearing, Public Information, Community Work Coordination, Housing Assistance Program, etc.;
  • Conducts program and/or budget evaluation; researches, processes, audits and/or analyzes data collected and prepares reports using a variety of applications and databases;
  • Analyzes, interprets, develops, implements and/or disseminates policies, procedures and All County Letters (ACLs) related to one or more Social Services Agency programs (such as Child Welfare, CalFresh, Medi-Cal, CalWorks, CAPI, General Assistance, Social Security, and Workforce Development);
  • May provide staff training to County employees to foster better understanding of the many roles of the County as related to their assignment;
  • Reviews and determines the effect of legislative regulation changes;
  • Conducts research and provides program expertise to management and staff on related Federal, State and County rules, regulations and laws;
  • Analyzes operational issues and recommends solutions and policy changes as necessary;
  • Communicates and coordinates new and revised policies and procedures to management, staff and program partners;
  • Provides ongoing technical and specialized assistance to supervisors and line staff including developing training curricula and materials, conducting training sessions, developing and maintaining handbooks, and issuing special notifications;
  • May participate in the Request For Proposal (RFP) process, and writes reports, program documentation, policies, procedures and/or other written materials;
  • May monitor contracts and/or interagency agreements; ensures compliance with contract provisions; and coordinates with service providers in the delivery of contract requirements;
  • May provide direct supervision to a group of non-case-carrying professional and non- professional staff by directing the work activities; prioritizes and coordinates work assignments; reviews work for accuracy; recommends improvements in workflow and procedures;
  • May be assigned as a Disaster Service Worker, as required;
  • Performs other related duties as required.

Employment Standards
Sufficient education, training, and experience to demonstrate the possession and direct application of the following knowledge and abilities:

Training and Experience Note: The required knowledge and abilities are attained through training and experience equivalent to a Bachelor’s degree in Social Work, Behavioral Science, Counseling, Education Counseling, Gerontology, Nursing, Psychology, Social Psychology, Vocational Rehabilitation or closely related field,

AND

Two (2) years of experience equivalent to Social Worker II in the County of Santa Clara.

Possession of a Master’s Degree from an approved school of social work or in the related fields above may be substituted for one (1) year of the required experience. The practicum experience obtained in the above related fields qualifies as experience.

Special Requirements:

  • Some positions may require possession of special certification(s) prior to appointment.
  • Some positions may require possession of a valid California driver’s license prior to appointment, and the ability to qualify and maintain a County driver permit.

Knowledge of:

  • Federal and State laws, regulations and programs pertinent to social services agencies;
  • Objectives, functions and operations of public and private social services agencies;
  • Casework objectives, concepts and methods;
  • Community organization, resources, and needs;
  • Fundamentals of income maintenance;
  • Principles of consultation;
  • Office administrative practices and procedures, including records management and the operation of standard office equipment;
  • English usage, grammar, spelling, vocabulary and punctuation.

Ability to:

  • Research, analyze, and correlate a variety of complex data and prepare clear reports;
  • Establish and maintain effective relationships with representatives or other agencies, departmental personnel and members of the community;
  • Interpret public assistance programs to the public;
  • Speak and write effectively;
  • Organize and prioritize workload to meet deadlines;
  • Represent the department on assigned committees with outside agencies;
  • Analyze policies and procedures and make recommendations to management;
  • Make recommendations for program modifications based on performance, regulatory and/or legislative changes.
