ABOUT THE POSITION
Clark County Social Services Department is seeking qualified candidates to apply for the Social Services Manager (CARE) position.
As a Social Services Manager for Clark County, you will assume a pivotal role in the Social Service Department by overseeing, coordinating, and guiding the multifaceted operations of various social service programs. In this influential position, your responsibilities encompass the management, direction, and supervision of subordinate staff within the division, the work involves such management functions as developing and implementing departmental processes, policies, and procedures, administering the annual budget for the division and ensuring the overall service effectiveness in area(s) of responsibility.
Key elements of your role include the strategic leadership of diverse social service initiatives, understanding key concepts of law enforcement and criminal justice system, ensuring efficient program execution, and fostering collaboration among team members. You will be entrusted with the vital task of optimizing the delivery of social services to our community, promoting a profound impact on the well-being of Clark County residents. This class is distinguished from Assistant Deputy Director of Social Service in the latter has day-to-day responsibility for management of all departmental operations.
This position demands a seasoned leader with a deep understanding of social service principles, a commitment to excellence, and the ability to navigate complex programmatic challenges. Your contributions will be instrumental in advancing the department’s mission to enhance the quality of life for our constituents, making a lasting difference in our community.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTS
Education and Experience: Master’s Degree with major course work in Social Work or a field related to the work AND four (4) years of full-time professional social service experience, two (2) years of which were in a supervisory/management role. Bachelor’s Degree and two (2) years of full-time directly related experience may be substituted for the advanced degree.

Licensing and Certification: Must possess a valid Nevada Class C driver’s license at time of appointment. Required to possess a valid license as a Social Worker in the State of Nevada dependent upon area of assignment.
Professional licensing as Marriage and Family Therapist (MFT), Clinical Social Worker (LCSW), Clinical Professional Counselor (LCPC), Licensed Clinical Alcohol and Drug Counselor (LCADC), Clinical Psychologist (LCP) preferred.
Background Investigation: Employment is contingent upon successful completion of a background investigation. Periodically after employment background investigations may be conducted.
Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.
EXAMPLES OF DUTIES
- Plans, organizes, administers, reviews, and evaluates the work of staff through subordinate supervisors.
- Oversees or provides for the selection, training, professional development, and discipline of staff.
- Develops and implements goals, objectives, policies, procedures, and work standards for the division to which assigned; prepares and administers the division’s budget; participates in departmental strategic planning activities.
- Contributes to the overall quality of the divisions and department’s service provision by developing and coordinating work teams and by reviewing, developing, and implementing improved policies and procedures.
- Surveys the community and the potential client service base; determines service needs; develops, reviews, and implements potential new programs; publicizes programs throughout the community.
- Reviews proposed legislation and writes specific legislative proposals; prepares written recommendations and testifies at legislative hearing as appropriate.
- Monitors client service delivery for goal attainments and client access; implement changes as required for maximum effectiveness.
- Performs a variety of special studies and reviews; evaluates alternatives, makes recommendations, and prepares narrative and statistical reports; develops training programs and educational materials related to area(s) of assignment.
- Confers with inter- and intra-departmental managers regarding service provision and coordination; represents the department in meetings with service providers and other public and private organizations; participates in in-service training.
- Uses standard office equipment, including a computer, in the course of the work; drives a personal or County motor vehicle to attend meetings and make site visits.
