Position Overview
The Division of Family & Community Services is seeking to hire a dynamic, independent and critical thinker who is organized, detail-oriented, strategic mindset, and a motivational leader with the ability to communicate vertically and horizontally to perform the more complex technical tasks related to the Emergency Solutions Grant Program including design planning, in-depth analysis of the program and its outcomes, coordination with contracted providers, Department of Human Services (DHS) staff and Bureau team members. This position provides the more complex inputs into the Emergency Solutions Grant Program service delivery system. The Division’s mission is to assist Illinois residents by connecting them with public assistance programs and services. Through its programs, services, and prevention efforts, the Division improves the health and well-being of individuals and promotes self-sufficiency and integrity of families of Illinois.
Job Responsibilities
- Performs the more complex technical tasks related to the Emergency Solutions Grant Program using the System Analyst Program (SAP), the Community Services Agreement (CSA) and the Grant Accountability and Transparency Act (GATA).
- Prepares pertinent components for the Emergency Solutions Grant annual report to the Illinois General Assembly and/or the Federal Government, quarterly reports and documents for budget planning and development.
- Facilitates the Emergency Solutions Grant oversight of contracted agencies and annual funding plan design to determine the optimum program policy implementation and utilizes research for development and implementation of Emergency Solutions Grant policy.
- Plans and provides input for the coordination of the social services system of the Emergency Solutions Grant operational program and program evaluation of assigned contracted agencies by preparing and distributing annual funding plan applications to assigned providers, reviewing, and analyzing applications for program compliance, recommending to supervisory staff changes and amendments to applications prior to contracting through the Community Services Agreement (CSA) system.
- Prepares the more complex Emergency Solutions Grant Program design which includes developing and recommending policies and procedure manuals for the program, preparing Emergency Solutions Grant Program policies and procedures manuals, posting policies and procedure manuals on the DHS website, and making amendments and changes to the manuals.
- Incorporates into the Emergency Solutions Grant Program methods and procedures to prevent program overlap and duplication.
- Provides a facilitative role in the joint planning conferences for Emergency Solution Grant providers.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of master’s degree.
- Requires one (1) year of progressively responsible professional experience in community organization, social service work or in program planning and development.
Specialized Skills:
Of the one year of progressively responsible administrative experience, requires one year of experience working with a grant fund accountability and transparency law such as the State of Illinois Grant Accountability and Transparency Act (GATA).
Preferred Qualifications
- Two (2) years of professional experience performing the more complex technical tasks related to grants programs.
- Two (2) years of professional experience preparing pertinent components for annual grant reports to state and federal government, quarterly reports and documents for budget planning and development.
- Two (2) years of professional experience working with program objectives and social policy for public and private organizations.
- One (1) year of experience working with a grant fund accountability and transparency law such as the State of Illinois Grant Accountability and Transparency Act (GATA).
- One (1) years of professional experience working with Federal fiscal grants.
- One (1) years of professional experience utilizing Access and System Analyst Program (SAP).
