Purpose of Position:

The primary purpose of this position is to ensure child safety in compliance with state and federal statutes regarding child protective services.

Examples of Duties

Duties include receiving, screening and investigating reports; casework, counseling services to parents or other caretakers to help them prevent abuse or neglect; to improve the quality of care; to be more adequate parents or caretakers and to preserve and stabilize family life. Case activity is focused on preventing or remedying problems, as well as preserving, rehabilitating or reuniting families. Specific problems of individuals served include: mental retardation, physical handicaps, mental and or emotional disorders, failure to thrive, marital discord, substance abuse and family violence. This position also carries the responsibility to serve as consultant to law enforcement and the Judicial System in matters of child custody, domestic disputes, and sexual assaults. It is an extremely demanding position, which requires sensitivity, good judgment, initiative and dedication. Position requires some after hours and weekend work.

  • Develop and monitor service plans with families involved in Child Protective Services and provide or refer services as needed
  • Make recommendations to the court, including services needed, progress, and barriers to permanent plan by preparing legal documents, court reports, and court testimony when warranted in compliance with state and federal statutes and policies
  • Provide transportation to families when necessary to access services to address safety and wellbeing issues
  • Advise clients of the Department’s mandated responsibilities, agency policies, and procedures and clients’ rights.
  • Establish rapport with children, families and appropriate professionals/non-professionals in the community to provide a strengths-based, family centered approach in working with families throughout child welfare involvement.
  • Develop and/or participate in Child and Family Team Meetings to ensure collaborative service planning and case coordination among multiple service providers
  • Perform other related duties as assigned.

Physical Requirements:

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires reaching with hands and arms and occasionally requires standing, walking, climbing or balancing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Minimum Qualifications

Master’s degree from an accredited school of social work and one year of social work or counseling experience; or a bachelor’s degree from an accredited school of social work and two years of social work or counseling experience; or a master’s degree in a counseling field and two years of social work or counseling; or four year degree in a human service field or related curriculum including at least 15 semester hours in courses related to social work or counseling and three years of social work or counseling experience; or graduation from a four-year college or university and four years of experience in rehabilitation counseling, pastoral counseling, or a related human service field providing experience in the techniques of casework, group work, or community organization; or an equivalent combination of training and experience.

Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.

Applicants who meet the education requirements but not the work experiences, will be considered for a trainee status or work against.

Medical, Dental, and Vision Insurance

For Full Time employees in a regular position, insurance is available and effective the first day of the following month after having worked for an entire month. The County currently pays 100% of the cost for regular employees working at least 30 hours per week. Dependent coverage is also available.

Local Government Retirement System

All employees in regular full or part time position are required to contribute to the retirement system. Contributions are taken on a pre-tax basis. The current contribution amount is 6%.

NC 401(k)- Employees have the option of making contributions on a pre or post tax basis to a 401(k) and on a pre tax basis to a a 457(b) plan.

Other Insurance
