Under supervision and within State, Federal, and County; Pre-petition screener/Diversion Social workers are responsible for the screening of all applications for civil commitment on persons with Mental Illness and/or Substance Use Disorder and/or facilitation and securing the least restrictive alternative to Civil Commitment when appropriate. This position involves coordination and collaboration with hospitals, clients, community resources and the County Attorney’s office.
Minimum Qualifications
NEED TO HAVE:
. Bachelor’s degree in Social Work, Psychology, Sociology, or related Human Services field of study
AND
. One year or more of full-time professional experience
AND
. Valid Drivers License
For this specific vacancy, you must qualify as a Rule 79 Case Manager per MN State Statute 245.462 including:
1. Bachelor’s degree in one of the behavioral sciences or related fields including, but not limited to, social work, psychology, or nursing from an accredited college or university AND
2. A case manager with at least 2,000 hours of supervised experience in the delivery of services to adults with mental illness
NICE TO HAVE:
– Previous work with Serious Persistent Mental Illness population
– Fluent in a language other than English
– Previous experience with County Social Services agency or contracted case management
– Previous experience working with court services
Duties & Responsibilities
These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position’s management approved work schedule is required for all positions.
1. Screen application for commitment of persons with Mental Illness and/or Substance Use Disorder and provide documentation to the court as required.
2. Assess & Evaluate clients strengths and needs including safety and risk, and develop the least restrictive alternatives to civil commitment that will ensure the safety of the client and of the community.
3. Assess Mental Health & Substance Use Disorder needs, collaborate & coordinate with other community services provides needs and level of services for clients.
4. Represent Dakota Count Pre-petition Screening in court.
5. Assess eligibility for mental health targeted case management services
6. Develop & Implement case planning
7. Monitor & document compliance to any court orders.
8. Maintain and apply knowledge of relevant policies, procedures, and statutes and professional practice.
9. Complete agency, state, and federal required documentation as related to client activity according to mandated timelines.
10. Evaluate document and monitor client progress toward goals.
11.Demonstrates a commitment to support cultural diversity County wide, actively supports the County’s inclusion, diversity and equity initiatives, and works to address the needs of diverse and underserved communities.
12. Provide other case management functions as related or assigned.

DEMONSTRATE KNOWLEWDGE GAINED WITHIN SIX MONTHS:
• Knowledge of community resources and funding sources.
• Knowledge of medical diagnoses, medications and basic medical terminology, as well as medical insurance processes and procedures.
• Knowledge of statues, rules and policies pertaining to social work and the ability to research the same.
WORK ENVIRONMENT: Work is performed in a County office building and on visits to client’s homes. Some travel is required. Lifting requirement of up to 20 pounds on an occasional basis. Exposure to intense noise and inadequate lighting may occur on visits to client’s homes. Equipment used may include, but is not limited to, computer, printer, telephone, calculator, and copy and fax machines. Pursuant to Dakota County Policy and Procedures Manual Section 3102 (L), this position is designated as Safety Sensitive.
