The Special Education Coordinator and Compliance Specialist coordinates district special education programs to ensure the implementation of special education services and to provide individualized programs for students with disabilities.

In addition, the Special Education Coordinator and Compliance Specialist is responsible for all compliance documents required in serving students with special needs. They will facilitate all district approved Special Education operational procedures and data collection processes. Under the supervision of the Director of Special Education, the Special Education Coordinator and Compliance Specialist will be responsible for supporting, collaborating, and coordinating with Evaluation personnel, Team Chairpersons, Case Managers and Team Leaders in special education as they develop IEPs, conduct and complete IEP documentation, conduct IEP Team meetings, and ensure that compliance is met. The work of the Special Education Coordinator and Compliance Specialist is guided by IDEA and by state and district special education regulations and laws. They manage the special education accountability with a focus on students’ individual needs as defined by each student’s IEP.

MAJOR RESPONSIBILITIES AND DUTIES:

  1. Represent the department on behalf of the Director as needed or assigned.
  1. Maintain the functions of the Special Education office in the absence of the Director.
  1. Monitor instructional and managerial processes to ensure that program activities are related to program outcomes and use these findings for corrective action and improvement.
  1. Serve as resource person for admission, review and dismissal committees as needed.
  1. Ensuring that federal/state timelines are met with respect to evaluations, reevaluations, and functions of ARD Committee meetings.
  1. Ensure compliance activity deadlines are met with respect to SPP indicators,

Operating Procedures and Policies, and Assurances.

  1. Ensure compliance with federal and state law, State Board of Education rule, and the local

board policy in the area of special education.

  1. Completing lists, forms, reports, PEIMS forms, and data required by the Special

Education.

  1. Provide ongoing professional development to special education staff, evaluation and

related service staff and administration in the areas of compliance and accountability

through regular in person meetings at the schools.

  1. Facilitate strategic data check-in meetings with school-based leads to facilitate prioritizing, planning and organizing personnel to complete compliance related activities.
  1. Coordinate services from contracted agencies.
  1. Recommend budget and cost estimates for appropriate programs and compile budget data as needed to apply for and secure grant monies.
  1. Compile, maintain and file all district, state and federal reports, records and other documents required.
  1. Communicate with staff, parents and community on the district’s mission and special population’s policies and programs.
  1. Contribute to the recommendation of sound policies directed toward program improvement.
  1. Establish and maintain open lines of communication by conducting conferences with parents, students and teachers concerning vital issues.
  1. Serve as administrative liaison to coordinate district nursing services.
  1. Serve as administrative liaison to coordinate district homebound services and special transport services including ESY.
  1. Make sound recommendations relative to personnel placement, transfer, retention and dismissal.
  1. Keep all special education compliance resources developed for KISD updated and in alignment with current state and federal regulations
  1. Perform other duties as may be assigned.

Frequent district and occasional statewide travel; frequent prolonged and irregular hours; moderate standing, walking, and bending; occasional lifting of up to 35 lbs.

QUALIFICATIONS:
Education:
Master’s degree or higher in School Psychology, School Adjustment Counseling or Special Education with an Educational Diagnostician Certification
Special Education Certification
Understanding in Special Education Law
Texas Principal or other appropriate Texas Certificate, preferred
Certified Texas Teacher Support and Evaluation System appraiser, preferred

Special Knowledge/Skills:

Knowledge of special education laws and programs

Experience:

Five years related experience in Special Education
