This position is Essential and is required to report to duty before, during, and immediately after a civil emergency.

Responsible work in the organization and successful implementation of community-wide special events, camps, public relations and community information. Facilitates the development of public trust and confidence in the Parks and Recreation Department and the City. Works a varied shift including weekends, evenings and holidays.

ESSENTIAL DUTIES

  • Keeps the mission, vision and values of the City of Port St. Lucie at the forefront of decision making and action; builds strategic and collaborative relationships and interacts with others in a way that builds confidence and trust; provides excellent customer service by taking action to accomplish objectives, maintains high levels of work and productivity by generating innovative solutions to work situations.
  • Plans, coordinates and implements selected special events.
  • Implementation of new events throughout the community.
  • Provides support services to the Community Center events, programs and rentals.
  • Receives, reviews, prepares and/or submits a variety of documents such as contracts, purchase requisitions, grants, schedules, newsletters, press releases, budget requests, program information sheets, correspondence, etc. for approval by immediate supervisor.
  • Solicits business sponsors; develops sponsorship packages.
  • Solicitation of promoters to bring more events to our community.
  • Responsible for supporting and monitoring evaluation processes, including planning, training, evaluation and analysis for programs, facilities and services and operational efficiency and effectiveness.
  • Assists with the maintenance of the special events calendar, City of Port St. Lucie website & WebTrac and Wrike.
  • Coordinates the rental, scheduling, use and maintenance of facilities and equipment necessary for various events.
  • Maintains a lead role as a liaison between the software vendor, IT, and the Parks & Recreation Department with respect to the development and operation of the Recreation Software programs, and 1PSL.
  • Serves as the department’s Content Manager for the City’s website, assisting Communications with making updates to the Parks & Recreation web pages. This includes updating the website with events, programs and projects to ensure current material is broadcast.
  • Determines, recommends and obtains necessary levels of support needed from other departments, including Police, Public Works and Community Relations. Acts as special events liaison with other City departments and external agencies to facilitate successful and quality events.
  • Interacts and communicates with departmental supervisors and employees, City department heads and employees, sales representatives, community leaders, elected officials, entertainers, business owners, media representatives, civic groups and the public.
  • Assists with the review and processing of various special event permits for the City of Port St. Lucie.
  • Assists the Recreation Supervisor with acquisition of groups to use and/or rent City facilities.
  • Assists in overseeing facility operations and management.
  • Educates the public about park rules and regulations.
  • Other duties may be assigned.

Supervisory Responsibilities:
May oversee the work of non-supervisory employees. Carries out responsibilities in accordance with the City’s policies and applicable laws. Responsibilities may include training employees; planning, assigning, and directing work; addressing complaints and resolving problems.

  • Knowledge of the philosophy and objectives of special event planning for a municipal agency.
  • Knowledge of the department’s operational procedures, policies, and practices.
  • Knowledge of the City’s ordinances, policies, procedures, and rules.
  • Knowledge of and ability to coordinate fundraising.
  • Knowledge of the application of psychology and sociology to municipal recreation work.
  • Knowledge of the methods and procedures involved in budget preparation and administration.
  • Knowledge of personnel practices and general business management.
  • Knowledge of event marketing.
  • Ability to plan, organize, schedule and monitor volunteers as well as progress of various programs and services.
  • Ability to communicate effectively both in writing and verbally.
  • Ability to speak confidently to various audiences.
  • Ability to establish and maintain effective working relationships with fellow employees, citizens and businesses in order to promote a positive image of the City.

Education and/or Experience:
Bachelor’s (B.A. or B.S.) degree in Recreation or a related field from an accredited four-year college or university required. Minimum of two (2) years of experience in planning and marketing special events required. Certified Parks & Recreational Professional certification preferred. Valid Florida Driver’s License and maintenance of clean driving record required. CPR/AED training is required within 270 days of hire and must be maintained as a condition of continued employment. A comparable amount of training, education or experience may be substituted for the minimum qualifications.

While performing the duties of this Job, the employee is regularly required to talk or hear. The employee is frequently required to stand and walk. The employee is occasionally required to sit; use hands to finger, handle, or feel; reach with hands and arms and stoop, kneel, crouch, or crawl. The employee must lift 30 pounds and /or move up to 50 pounds. While setting up tables and chairs, setting up the mobile stage, it is mandatory that all employees wear steel or composite toe shoes. Specific vision abilities required by this job include close vision, distance vision and ability to adjust focus. While performing the duties of this Job, the employee is occasionally exposed to outside weather conditions.
The noise level in the work environment is usually moderate.
