SUMMARY: The Special Services Administrator is a leadership position responsible for the oversight and development of district level state and federal programs within the Columbia School District located in Burbank, WA. The Special Services Administrator works closely with local school district leadership to design, implement, and monitor effective research based programs and strategies for students with disabilities and at-risk students.
ESSENTIAL FUNCTIONS:
- To lead and assist school districts with the development and implementation of effective, high-quality programs and strategies for special education students.
- Provide consultation and support of regionally identified school districts needing improvement in Southwester Division (SWD) programs.
- Assist in the organization and implementation of Child Find activities for children at risk for disabilities.
- Lead and assist in providing in-service training for staff in the ESD 123 region around state level initiatives.
- Participate in training activities which facilitate professional growth in area of assignment.
- Assists with the development and management of the ESD 123 Special Education Consortium.
- Assists in management and preparation, revision, and monitoring of school district budgets within budgetary timelines.
- Complete iGrants applications for state and federal grants for school districts.
- Work closely with the ESD 123 Executive Director of Special Services and Teaching and Learning Department staff in assessing and developing cohesive training programs to support school districts/ programs.
- Assist in the selection and development of professional learning opportunities for Special Education constituents.
- Provide regular and ongoing communications and support with district level special education staff within the assigned school districts.
- Maintain confidentiality.
- Follow all applicable agency Board Policies and Procedures.
Supervisory: Assists in the oversight and supervision of consortium staff, and contractors.
OTHER JOB FUNCTIONS:
- Assists in the ongoing process of securing funds through grant writing, expanding of agency and district programs and utilization of resources to sustain and expand programs;
- Provide required reports according to agency, district, and OSPI policies and guidelines;
- Ensure compliance with HIPPAA, FERPA, state and federal confidentiality, data reporting requirements, and laws.

QUALIFICATIONS:
- Master’s Degree in Education or Master’s Degree in Special Education preferred;
- Minimum of 3 years successful leadership experience and a Washington State program administrator or principal credential; Or, working towards these credentials;
- Minimum of 5 years Special Education instructional or ESA experience within the K-12 system required.
WSP/ FBI background clearance required.
Requires knowledge of:
- Skill in human relations, verbal and written communications, and leadership;
- Ability to lead, work, and communicate (orally and in writing) effectively with co-workers, school district staff, community organizations, and stakeholders;
- The goals of Washington State Educational Reform, Response to Intervention and/or MTSS, Washington Administrative Code, Regulatory Code of Washington, and the Individuals with Disabilities Education Act (IDEA).
Requires the ability to:
- Attend state and regional project meetings as needed;
- Attend regional special education director and grant managers monthly meetings;
- Travel to school sites as required;

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Work is performed primarily in an office environment; however, travel is required to local school districts and program sites, and for workshops, committee representation and conferences at local, regional, and state level. Sitting for extended periods of time may be required. Lifts and carries a maximum of 35 pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.
Hazards: Those present in a normal office environment; no known significant hazards.
