Job Summary/Basic Function:
Provide experienced fiscal oversight and administration for principal investigators and departmental and college staff who have complex externally funded sponsored projects
Department Overview:
The Office of Sponsored Programs oversees sponsored project and recharge center activities at Boise State University. Our primary mission is to support faculty members’ externally-funded research by providing exceptional expertise, collaborative customer service and key research administration tools. OSP also develops and communicates institution-wide policies specific to sponsored projects and recharge centers, and provides training to further enhance the culture of responsible stewardship of sponsored funding. These activities also indirectly support high-quality student education and experiences, as well as the University’s economic development activities.
Essential Functions:
60% of the time the Sponsored Project Administrator, Associate must:
- Provide fiscal management services to faculty and staff and collaborate with key personnel to ensure comprehensive oversight of each sponsored project.
- Analyze costs for compliance with federal cost principles and reconcile the University’s financial ledger with sponsored project budgets and expenditures.
- Create and submit fiscal reports as required by the sponsoring agency.
- Read, interpret and apply federal, state and university policies and procedures to application for and utilization of grant funds to ensure compliance in a highly regulated work environment.
- Review and understand award terms and conditions.
- Assist in the review of sponsored project activity for discrepancies and errors; assess issues as they arise and apply guidance provided by regulations that govern sponsored project management.
60% of the time the Sponsored Projects Administrator, Intermediate must:
- Provide fiscal management services to faculty and staff and collaborate with key personnel to ensure comprehensive oversight of moderately complex sponsored projects.
- Analyze costs for compliance with federal cost principles and reconcile the University’s financial ledger with sponsored project budgets and expenditures.
- Review and understand award terms and conditions, including cost sharing requirements; review and analyze expenditures for compliance.
- Follow up with the principal investigator/department and/or college personnel to gain additional information and documentation as needed.
- Collaboratively work with stakeholders to identify areas needing improvement and present possible solutions.
60% of the time the Sponsored Projects Administrator, Senior must:
- Provide fiscal management services to faculty and staff and collaborate with key personnel to ensure comprehensive oversight of complex sponsored projects.
- Analyze costs for compliance with federal cost principles and reconcile the University’s financial ledger with sponsored project budgets and expenditures.
- Assume all designated responsibilities as assigned to oversee a portfolio of sponsored projects from project set up through close out and record retention periods.
- Review and understand award terms and conditions, including cost sharing requirements; review and analyze expenditures for compliance.
- Act as the first point of contact for Sponsored Project Administrators for guidance on complex compliance issues.
- Independently review sponsored project activity for discrepancies and errors; assess issues as they arise and apply guidance provided by regulations that govern sponsored project management.
35% of the time:
- In coordination with the Office of Sponsored Programs audit lead, support agency audits, desk reviews, and financial inquiries.
- Follow up with the principal investigator/department and/or college personnel to gain additional information and documentation as needed.
- Collaboratively work with stakeholders to identify areas needing improvement and present possible solutions.
- Direct principal investigators in responding to sponsor inquiries such as, spending, progress, or verifications.
- Participate in professional development opportunities to monitor and apply changing compliance requirements.
- Solicit guidance from principal OSP Sponsored Projects Administrators, OSP Functional Supervisors, Business Operations Manager, and Assistant Director, Post-Award as needed to ensure the appropriate interpretation of regulations.
- Train and consult with OSP, departmental, and college support staff in matters of research administration.
- Disseminate information to principal investigators and OSP, department, and college support staff regarding changes to sponsor policies and procedures.
- Identify areas of weakness or risk in internal policies, practices, and procedures and make recommendations for improvement to the OSP Supervisory Sponsored Projects Administrators and the OSP Assistant Director, Post-Award.
5% of the time:
- Perform other duties as assigned.
Knowledge, Skills, Abilities:
- Ability to communicate complex concepts effectively verbally and in writing.
Excellent customer service skills. - Knowledge and experience with generally accepted accounting principles and familiarity with accounting systems.
- Demonstrated ability to read and understand contract language relative to fiscal administration of sponsored projects.
- Ability to interpret and apply federal, state and University regulations.
- Demonstrated analytical and problem-solving skills.
- Ability to read, understand, and interpret policies and legal documents.
Minimum Qualifications:
- Associate level: Bachelor’s Degree or relevant professional experience.
- Intermediate level: Bachelor’s Degree and 2 years relevant experience or equivalent professional experience.
- Senior level: Bachelor’s Degree and 5 years relevant experience or equivalent professional experience.
Preferred Qualifications:
- Senior level: Master’s degree and seven years of professional experience in post-award research administration or equivalent, three years of Similar Experience, and certification in research administration (e.g., Certified Research Administrator or Certified Financial Research Administrator).
Salary and Benefits:
Salary for Sponsored Project Administrator, Associate ranging from $46,051.20 – $53,539.40, commensurate with experience.
Salary for Sponsored Project Administrator, Intermediate ranging from $51,896.00 – $64,875.20, commensurate with experience.
Salary for Sponsored Project Administrator, Senior ranging from $62,878.40 – $78,603.20, commensurate with experience.
