Position Overview

The Illinois Environmental Protection Agency (IEPA) is seeking a highly qualified individual to serve as a Senior Public Service Administrator, Option 4, Bureau of Land, Materials Management and Compliance, Section Manager The successful candidate will oversee the Section’s broad range of programs, including compliance document issuance; compliance referral tracking; design, development, and use of compliance information systems; inspection and enforcement delegation agreements with local governments; delegation agreement grants; local inspector certification; household hazardous, pharmaceutical, and electronic waste collections; used tire collections; tire retailer registration; site and facility financial assurance; Drycleaner Environmental Response Trust Fund administration and licensing; development and implementation of recycling education, programs, and strategies; landfill operator certification; waste manifesting; site and facility reporting; federal reporting and tracking.

Job Responsibilities

25% 1. Serves as the Section Manager of the Material Management and Compliance Section (MMCS), Bureau of Land (BOL):

  • Plans, organizes, coordinates, and directs through subordinate Managers and professional staff Materials Management and Compliance Reporting.
  • Reviews relevant administrative rules and related state and federal laws and their application to alleged violations and regulated parties.
  • Coordinates compliance and enforcement of state and federal statutes, laws, and regulations administered by BOL.
  • Develops program procedures and controls.
  • Directs the design, review, and maintenance of information systems utilized to track Compliance Program data and activities.
  • Provides interface with appropriate sections, agencies, communities, and governmental organizations.
  • Sets Compliance Program priorities, manages staff in implementing program objectives, and evaluates progress of program objectives.
  • Writes proposals affecting changes in statutes and administrative rules relevant to the Compliance Program.
  • Negotiates, coordinates, and oversees agreements with units of local government regarding investigation and enforcement delegation agreements and associated funding.

25% 2. Directs the policies and procedures for Materials Management Programs (MMP),

  • Reviews and interprets relevant administrative rules and related state and federal laws.
  • Prepares and implements MMP development and strategies to incorporate needed state legislation and regulations, resource levels and program initiatives.
  • Develops program procedures and controls.
  • Sets MMP objectives, manages staff in implementing program objectives, and evaluates the progress of program objectives.
  • Develops and writes proposals affecting changes in statutes and administrative rules relevant to the MMP.
  • Conducts and completes analyses of the MMP’s current efforts.
  • Directs and manages research and development efforts related to the MMP’s development and implementation.
  • Plans, coordinates, and directs MMP education and outreach strategy.
  • Prepares proposals with respect to various state and federal programs.
  • Provides interface with appropriate sections, agencies, communities, and governmental organizations.

20% 3. Develops strategy to fulfill Federally funded requirements related to financial assurance for hazardous waste facilities.

  • Oversees compliance with federal and state financial assurance requirements, assignment of United States Environmental Protection Agency (USEPA) identification numbers, and completion of information into federal Resource Conservation and Recovery Act (RCRA) information data banks.

10% 4. Evaluates annual reports submitted to the Agency in accordance with state and federal laws and regulations:

  • Prepares annual and bi-annual reports required by state and federal law and regulations for statewide public information.
  • Evaluates and issues permits, and registrations requested in accordance with state and federal laws and regulations.

10% 5. Serves as full-line supervisor:

  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day to day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Adjusts first level grievances.
  • Effectively recommends and imposes discipline, up to and including discharge.
  • Prepares and signs performance evaluations.
  • Determines and recommends staffing needs.

5% 6. Interfaces with federal, state, local government and other entities on waste reduction and enforcement issues, efforts, and policies;

  • Participates in state and national level meetings.
  • Travels in the performance of duties, with overnight stays as appropriate.

5% 7. Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to (4) four years of college with coursework in environmental sciences.

2. Requires (4) four years of progressively responsible administrative work experience in a public or business organization related to environmental waste reduction, recycling, materials management, or related programs.

Preferred Qualifications (In Order of Significance)

  1. Prefers at least (2) years of experience in supervising technical and professional staff involved in performing duties related to environmental compliance and enforcement.
  2. Prefers at least (2) years of experience in supervising technical and professional staff involved in performing duties related to waste reduction, recycling, materials management, or other related programs.
  3. Prefers at least (2) years of experience in overseeing the delegation of solid waste inspection and enforcement authorities and relevant agreements.
  4. Prefers at least (2) years of experience in overseeing the coordination or implementation of government waste collections such as household hazardous waste, household pharmaceuticals, electronic waste, or used/waste tires.
  5. Prefers at least (2) years of experience in overseeing or preparing reports and data tracking under U.S. EPA programs

Conditions of Employment

  1. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  2. Requires ability to travel occasionally in performance of duties, with overnight stays as appropriate.

Term Appointment:
