SR ADVISOR TO THE DEPUTY COMMISSIONER OF OFFICE OF BUDGET ADMINISTRATION (OBA)

The Office of Budget Administration (OBA) is responsible for the planning, developing and coordination the Agency’s budget and for monitoring Agency’s revenues, expenditures and staffing for all HRA’s programs. The primary responsibility encompasses all social service and administrative programs directly operated and contracted by the Agency with a $10.6 billion-dollar budget. The Administrative Other Than Personal Services (AOTPS) and Capital Budget, is responsible for the development, organization and analysis of the Responsibility Area/Centers budgetary needs.

Office of Budget Administration (OBA) is recruiting for one (1) Administrative Manager NM-3 to function as the Sr. Advisor to the Deputy Commissioner of Office of Budget Administration (OBA) who will:
• Collaborate with the Deputy Commissioner of OBA and the Executive Deputy Commissioner of Finance Office with various segments of the Finance Office (F.O) operations to ensure clarity and adhere to objectives and to improve how Finance Office communicates its key initiatives.
• Provide oversight of the financial operations of the Finance RCs by keeping informed about and understanding major projects and activities across the Finance Office, identifying the audience and constituents as well as potential points of resistance, developing communications objectives, authoring and drafting written communications and proposing communication tactics and compiling qualitative and quantitative analysis from each of the RCs.
• Prepare cumulative reports and submit the findings to the Deputy Commissioner of Office of Budget Administration by monitoring resource allocation and resolving conflict to deliver maximum execution of objectives and achieve goals.
• Manage all aspects of administrative and related activities, concerned with the intake and processing of information such as inquiries from other areas of the agency and for other Mayoral Agencies within the City and oversee, manage the work required of gathering data to develop the briefing books which are a major reference source used by the Commissioner and Senior Staff during the City Council Budget hearings and is also responsible for annually submitting the Directive One and the Agency responses to Community Boards’ Budget Requests including organizing daily tasks and prepare for internal and external meetings between key stakeholders to ensure deadlines are met.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in “1” above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in “1”
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to “1”, “2” or “3” above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in “1”, “2” or “3” above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in “1”, “2” or “3” above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.

Preferred Skills
• Strong research, quantitative, and problem-solving skills.
• Strong knowledge of MS Office Skills.
• Experience in preparing four- and ten-year capital plans accordance with City Charter.
