Career Opportunity:
The City of Las Vegas invites applicants for Sr. Applications Programmer. This position performs advanced level of applications development and programming, system management, training, and a variety of technical tasks related to the assigned areas of responsibility.
Supervision Received and Exercised
Receives direction from higher level supervisory and management staff.
Type of Examination:A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination. EXAMPLE OF DUTIES
Essential Functions:
- Plans, directs and participates in the evaluation, design, testing and maintenance of software applications.
- Performs as a team leader in applications development; interviews and works with management, users and other information technology team members as applicable, to identify and document user business rules and processes and data requirements; develops and writes system and program specifications; develops and demonstrates prototypes for approval; conducts project status meetings with managers and users.
- Designs, develops or modifies large, complex applications to meet user’s business requirements; designs system architecture; develops new applications and application enhancements/modifications; performs coding and debugging of programs, modules, and interfaces, utilizing applicable programming languages.
- Participates in the peer review of other team members for accuracy, proper work methods and techniques, and compliance with applicable standards and specifications. Assists in the development, maintenance and quality control of programming and documentation standards.
- Develops, documents and maintains applications design including, but not limited to, screens, reports, interfaces and programs; writes and tests new applications; develops corresponding time lines for assigned projects.
- Consults with representatives from city departments and external organizations to resolve problems.
- Monitors and evaluates operations and activities of assigned system responsibilities; recommends improvements and modifications; produces functional and visual design recommendations.
- Performs database analysis to determine the most effective database designs and configuration; develops and implements new and improved database tables; creates and runs reports.
- Prepares documentation for new applications and changes to existing applications; in accordance with established standards and procedures.
Marginal Functions:
- Stays abreast of new computer programs or applications and trends or innovations in the assigned department; researches of new computer software and hardware; searches new web and mobile technologies and analyzes their possible application in the city.
- Assists other departments with program and operational issues; analyzes causes of issues and recommends solutions or corrective actions.
- Integrates commercial off the shelf software into the city’s Enterprise Resource Planning (ERP) environment.
- Assists in the validation of new applications or modifications; assists in the development of validation criteria.
- Performs related duties and responsibilities as required.
MINIMUM REQUIREMENTS
Experience:
Four years of increasingly responsible experience in advanced application programming. Experience in the hiring department is desirable.
Training:
Bachelor’s degree from an accredited college or university with major in computer sciences, business administration, management information systems or a field related to the essential functions.
A combination of formal education and directly related work experience may substitute for the degree. The city assesses 1.5 years of fulltime experience as equivalent to one year of education.

COMPENSATION
Annual Base Pay Increases
- Negotiated as part of the collective bargaining process.
- Step (Merit) Increase – typically awarded on the anniversary date of hire, up to range maximum.

Retirement
- Benefit eligible employees participate in the Public Employees’ Retirement System of Nevada (PERS). PERS, a statewide defined benefit plan, calculates retirement benefits based on 2.25 percent (current percentage for employees hired 7/1/15 and after) for each year of service, applied to the employee’s highest consecutive 36-month average salary. PERS also requires that employees share 50 percent of the PERS contribution, which is implemented by reducing the City’s salary ranges. The highest consecutive 36-month average salary is increased commensurate with the salary range reductions required by PERS.
Deferred Compensation
- The city offers a 457(b) Plan which is a government deferred compensation plan similar to a 401(k) plan. It offers both pre-tax and after-tax savings and investment options.
Medical, Dental and Vision Insurance
- Employees are covered the first of the month following date of employment. Five medical plans, two dental and two vision plans are available. City pays 100% of employee premium + 50% of dependent premium.
Life and AD&D Insurance
- City provides $20,000 policies at no cost.

- City provides a long term disability policy:
- LTD: Employees who normally work at least 30 hours/week are eligible. Benefits begin after 90 days of disability. Payment is up to 60% of earnings, up to $11,000/month, and may not be supplemented with sick or vacation.
