This position is a tiered position. Incumbents will have a position level assigned based on their skills and experience, and in alignment with position development plans. Position placement is at Amtrak’s sole and absolute discretion.
SUMMARY OF DUTIES:
The Senior Engineer is responsible in assisting in the management and oversight of assigned various Capital Construction and I&C (Individual & Companies) Projects and Programs within the Northeast Portfolio of capital construction. The Engineer of Capital Construction reports to the Senior Manager of Capital Construction for the Northeast Portfolio. This position will be Amtrak’s on-site representative during the construction phase of projects and works directly with field supervisors and contractors. This position will act as liaison with Amtrak Division, Production and T&E Forces, contractors, design consultants and clients to ensure construction activities support project requirements. The general duties of this position will be to assist the Northeast Portfolio to construct a project in accordance with specifications and to monitor/report on production metrics that provide the required data to help the project meet its established scope, schedule, and budget. This position has a combination of office and field environment. This position is subject to respond to emergencies in all weather conditions 24/7. This position will require project oversight primarily on the overnight shift however, daytime, and occasional weekend coverage will be required based on project schedules.
ESSENTIAL FUNCTIONS:
- Coordinates work activities, track outages, and power outages with various Amtrak departments including Transportation, Track, ET, and C/S.
- Organizes and attends project site walks with contractors and various Amtrak department personnel
- Provides constructability reviews of design plans and all construction phase submittals associated with the Project.
- Prepares force account estimates and project estimates and schedule.
- Works with Construction Manager to ensure the project is executed in accordance with the agreed upon scope, costs, and schedule.
- Reviews daily production reports
- Provides weekly updates to the Construction Manager on the status of project, including any issues that occurred.
- Attends progress meetings and report on project status.
- Works with Construction Manager to review requests for change from the field and, if appropriate, prepares a potential change notice with appropriate justification for submission to PM.
- Assists in the management of agreement employees and field personnel
- Prepares and reviews Safety Site Specific Work Plan (SSSWP) to ensure safety of the job
- Reviews contractors’ design submittals and works with system office and NED Division ADEs
- Performs daily safety audits and takes corrective actions to improve safety
- Communicates and implements safety rules, policies, and procedures in support of the corporation’s safety vision and goals.
- Maintains, supports, and promotes a safe work environment while complying with all of Amtrak’s safety rules, policies, and procedures.
MINIMUM QUALIFICATIONS:
- BS degree in engineering, construction management or related field, or the equivalent combination of education, training and/or experience.
- Demonstrated ability to manage multiple priorities under tight constraints.
- Must have the ability to coordinate efforts with other technical disciplines and have knowledge of scheduling, budgeting, and estimating.
- Possess strategic and tactical skills required for planning and executing complex project work.
- Strong leadership required, encompassing effective communication, motivation, and team building/team performance skills.
- Strong Safety Focus.
- Knowledge of RWP, AMT II, NORAC, applicable FRA rules and regulations, OSHA requirements and other federal, state, and local regulations and standards sufficient to ensure compliance.
- Demonstrated experience in using PC-based word processing, spreadsheet, and presentation software (e.g., Word, Excel, PowerPoint) sufficient to prepare effective business analyses and presentations.
- Excellent written and verbal communication skills.
- Ability to work effectively with internal and external stakeholders.
- Valid driver’s license
PREFERRED QUALIFICATIONS:
- Practitioner experience with construction and construction management.
- Demonstrated working knowledge of Amtrak standards (MW1000, Engineering Practices, NORAC, AMT-1, AMT-2) and Federal Railroad Administration (FRA) Safety Standards and OSHA.
- Demonstrated construction experience in a railroad and/or heavy civil – transportation environment.
COMMUNICATIONS AND INTERPERSONAL SKILLS:
- Must have excellent oral and written communication skills.
The salary/hourly range is $93,080-$120,630 for the Engineer and $108,000-$139,960 for the Sr Engineer. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
