SUMMARY OF DUTIES:
The Senior Engineer is responsible for major capital construction projects, including the MTA ESA program, and project execution.
The position Senior Engineer will report directly to the Senior Manager of Capital Construction and provide Construction Management (CM) services related to the East Side Access projects as part of the MTA Capital Improvement Program, and other ancillary construction projects in support of the Project Delivery department. This position will primarily be one of Amtrak’s “on-site” 3rd party full-service CM representative during the construction phase; in addition to other project management support duties as required. The general duties of this position will be to assist the MTA ESA team and management of the General Contractor (GC) to construct the project in accordance with the construction documents, and/or design modifications to best meet the goals of the project on schedule and within the established budget.
ESSENTIAL FUNCTIONS:
• Review contract design documents and assists with bid forms, pre-bid conferences, and proposal evaluations and recommendations, and negotiations with consultants and contractors.
• Directs, manages, and coordinates construction projects and programs to ensure that critical issues are addressed and properly resolved.
• Work with the all parties to ensure that the GC executes the project in accordance with the agreed upon scope, costs and schedule.
• Oversees the work of CM consultant team which includes monitoring work for compliance with their schedule, budget, technical, safety, and legal requirements..
• Provides weekly and monthly project status reports addressing actual and forecast cost and schedules, change of status, etc.
• Assist in the resolution of design and field construction problems.
• Attends progress meetings and reports on contract status.
• Reviews contractors’ requests for change and, if appropriate, prepares contract change notices with appropriate justification.
• Attend transportation planning meetings and ensure track and power outages for ESA project are on time and with in agreed timelines
• Coordinates capital, reimbursable and agency projects and programs with other departments to sure adequate resources are available, as well as obtaining track outages, labor clearances, and that labor forces are available as planned and scheduled.
• Assists design projects with site walk downs and track outages planning and guidance. Prepares construction estimates and schedules.
• Prepares, develops, and implements the construction and maintenance, testing, startup, and operation procedures for projects and programs.
• Recommends policy/procedure improvements.
• Monitors claims and suggests ways to minimize.
• Coordinates work schedules around special events.
• Communicates and implements safety rules, policies, and procedures in support of the corporation’s safety vision and goals; and maintains accountability for the safety performance of all subordinate employees.
• Maintains, supports, and promotes a safe work environment while complying with all of Amtrak’s safety rules, policies, and procedures.
• Assist in the preparation of force account estimates and tracks force account labor, material, and other resources.
• Ensures force account labor and related charges and properly documented and provides to the finance department for billing and project cost purposes
MINIMUM QUALIFICATIONS:
• Prior satisfactory job performance required
• Some of supervisory experience in management of major construction contracts
• Extensive of practitioner experience with construction and construction management
• Demonstrated ability to work under tight time constrains, pressure, and multiple priorities
• Demonstrated skill using PC based document control software programs, sufficient to prepare effective presentations and business analyses, including spreadsheets, word processing, and project management software.
• Demonstrated ability in conducting effective meetings and accurate minutes.
• Demonstrated experience communicating orally and in writing within and outside the company
• Ability to work effectively with multiple team members
• Experience in railroad maintenance facilities, trackwork, electric traction systems, C&S is desired
• Demonstrated experience in managing complex programs in an operating environment
• Valid driver’s license
PREFERRED QUALIFICATIONS:
• Knowledge of Amtrak`s Power systems and familiarization with train movement in the New York Zone
• Graduate degree
COMMUNICATIONS AND INTERPERSONAL SKILLS:
• Must have excellent oral and written communication skills
The salary/hourly range is $108,000 – $139,960 for the Sr Engineer position. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
