Mission Support and Test Services, LLC (MSTS) manages and operates the Nevada National Security Site (NNSS) for the U.S. National Nuclear Security Administration (NNSA). Responsibilities
The Nevada National Security Site (NNSS) is the Nation’s premiere high-hazard, high-consequence, high-value, and secure test and experimentation site that provides users a modern, responsive, technologically advanced and cost-effective suite of infrastructure resources and capabilities that directly sustain the nation’s security posture. We are searching for skilled and motivated Project Managers for the Project Planning and Project Execution Divisions within the Enterprise Infrastructure Programs Directorate. The primary responsibility of this position is to manage the planning and construction/modification of facilities across the Nevada National Security Site as well as related support infrastructure systems (civil site prep, water, sewer, communication, and electrical power).
Key Responsibilities:
- Manage large projects ($10-100M TPC) that involve complex and technically challenging scopes of work. Responsible for all aspects of the project over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing).
- Manage projects in accordance with established company procedures that control project management including project management best practices and processes, planning, phase gate reviews, estimating, schedule development, work authorization, monitoring project performance, controlling the project baseline, EVMS reporting, and change control.
- Establish and manage subcontracts to meet project objectives.
- Lead the Integrated Project Team to plan and complete the projects that meet customer requirements on schedule and within budget
- Identify, develop, and initiate innovations and solutions where precedents and procedures may not exist.
- Proactively develop and implement strategies to mitigate risk on projects that involve moderate to high levels of risk.
- Coach and motivate team members while promoting team interaction.
- Establish customer satisfaction standards and actively monitors customer satisfaction.
- Use collaborative skills to resolve conflicts and create productive partnerships.
- Effectively use communication skills in executing project management responsibilities.
Qualifications
- Bachelor’s degree in a related field or equivalent training and experience and at least 12 years’ related professional experience, which included at least 8 years’ as a designated Project Manager. Master’s degree preferred.
- A nationally recognized certification in Project Management (i.e. Project Management Institute Project Management Professional ®) is preferred.
- Previous experience with National Nuclear Security Agency (NNSA) nuclear facility projects and requirements highly desirable.
- Previous experience managing DOE/NNSA Line Item Construction projects under DOE Order 413.3B strongly preferred.
- Previous project management experience and responsibilities should include:
- Managing large ($10-100M TPC) sized projects and project teams (20-100 people) through representative project lifecycle phases;
- Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints;
- Maintaining satisfaction of stakeholders with differing needs and expectations;
- Managing communications between project stakeholders and team members;
- Identifying and complying with project requirements in development of products and deliverables;
- Managing the project team in successfully achieving project scope, schedule, and cost objectives.
- Possess excellent oral and written communication skills and an ability to effectively interface with all levels of the organization and lead technical discussions.
- Ability to synthesis, analyze, draw conclusions and make recommendations from data.
- Ability to maintain satisfaction of stakeholders with differing needs and expectations.
- Critical Thinking & Problem Solving: Evaluates alternatives and identifies solutions using systematic, multi-step approaches. Develops innovative solutions that improve project performance.
- Collaboration: Facilitate discussion and resolve conflicts within the Integrated Project Team (IPT) and with stakeholders. Establish trust among IPT members. Build and use cross-functional relationships to accomplish tasks. Establish and manage effective large (20-100 people) IPTs. Maintain and effectively lead the IPT. Achieve customer satisfaction. Coach and motivate team members while promoting team interaction. Delegate responsibility appropriately. Use collaborative skills to resolve conflicts and create productive partnerships. Mentor other less experienced Project Managers by consulting and providing advice.
- Decision-Making: Demonstrate effective decision-making skills, including knowledge of how and when to escalate issues to higher levels. Analyze the risks and future impact of decisions. Use cost- benefit analysis in decision-making. Guide staff and the IPT in learning and applying effective decision-making approaches. Participate in strategy development at the program level.
- The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver’s license.
MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, “Personnel Security”. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Annual salary range for this position is $125,403.20 – $194,376.00.
Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
