SUMMARY OF DUTIES:
The Project Manager is responsible for managing development of project baseline/charter requirements, procurement packaging and project delivery method analysis, on moderate complexity projects or a medium size component of a larger project or program. Individuals in this role use significant technical knowledge and related experience to accomplish project objectives by planning and evaluating holistic project information (ie scope, schedule, and budget) with moderate level of supervision from a senior level Program Manager. The role requires regular analytical reporting of project status, risks, issues, cost and schedule performance to senior management as well as project team members.
ESSENTIAL FUNCTIONS:
- Performs project intake and data collection to obtain project status, cost, schedule, scope, issues and risk information from project development team.
- Conducts or supports requirement meetings, documents issues and risks that may be discovered through project planning and development process
- Defining and documenting business and technical needs, defining project baseline/charter requirements (scope, schedule, budget), deriving project or program requirements, risks and mitigation strategies, delivery recommendations, data gathering, and internal and external stakeholder requirements.
- Coordinate internal resources and stakeholders to ensure timely and cost-effective execution of project tasks
- Assist project team members, Subject Matter Experts, and Sponsor with the definition of project scope and objectives by involving relevant stakeholders, identifying requirements and ensuring technical feasibility
- Perform continued maintenance, updating and tracking of project baseline/charter activities and progress reporting
- Work with impacted areas of the company to secure adequate resources, materials and funding
- Identify and manage dependencies between departments, systems, stakeholders and assets
- Coordinate request of changes to the project scope, project schedule, and project costs using appropriate verification techniques
- Manage project changes through established Governance Change Control process to ensure appropriate approvals
- Identify and document project issues and risks and monitor progress of mitigation actions.
- Successfully establish and maintain effective relationships with internal and external resources and key project stakeholders involved in project tasks and key critical path deliverables
- Monitor of project team’s delivery timeline and escalate of stakeholder related issues through the appropriate escalation process
- Develop and maintain of required project management and planning artifacts in accordance with Amtrak Project Management standards and applicable regulations
- Identify efficiencies and recommend of process improvements to reduce costs and add value.
- Internally coordinate with impacted stakeholder groups to define and document technical and business needs to develop project charter (scope, schedule, budget), deriving project or program requirements, risks and mitigation strategies, delivery recommendations, data gathering, and internal and external stakeholder requirements.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree and a minimum of 3 years of project management experience, or any equivalent combination of education and work experience
- PMP Preferred (Must be willing to obtain within 12 months of date of hire)
- Must have work authorization in the United States.
MINIMUM KSA (Knowledge, Skills and Abilities):
- Strong focus on collaboration, team building, and customer service
- Solid project management skills with prior experience managing medium complexity projects involving multiple departments
- Strong communication skills with focus on collaboration, team building, and customer service
- Experience with managing cross-functional teams and cross-organizational implementations with multiple dependencies
- Ability to consolidate project performance data into various types of communication and reporting vehicles to address both management and project team level audiences
- Microsoft Office (Word, Excel, Visio, PowerPoint, MS Project)
PREFERRED QUALIFICATIONS:
- Prior experience working in transportation industry
- Demonstrated experience with alternative delivery construction contracts (e.g. Design-Build, Construction Manager at Risk, Progressive Design-Build, Public Private Partnership, Alliance).
WORK ENVIRONMENT:
- Office environment, however, candidate will need to attend field visits as needed.

Must have excellent oral and written communication skills.
The salary/hourly range is $80,580 – $104,430 for the Project Mgr position and $96,160 – $124,630 for the Sr Project Mgr position. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
