GENERAL STATEMENT OF DUTIES

Performs administrative and high level managerial functions as Division Director of the social services program in the areas of the, Business Administration, Adult and Economic Services or Children Services.

DISTINGUISHING FEATURES OF THE CLASS

This position is responsible for providing leadership in developing and maintaining a realistic vision in the areas of the department’s Business Administration, Adult/Economic Services, and Children Services in Guilford County. Work includes supervision of the four major components of the social services program including the Greensboro services, High Point services, county wide income maintenance services, and organizational development services. Work involves serving in the absence of the Social Services Director, developing policies and procedures for the program content knowledge, managerial skills and abilities, and independence of action. Duties are performed under general supervision of the Social Services Director and are evaluated through conferences, evaluation of work results, and effectiveness of the programs supervised.

Essential Duties and Tasks

Economic Services

  • Assures implementation of compliance with state, federal, local policies and laws relevant to the administration of the Adult/Economic Services programs.
  • Advocates for Adult/Economic Services at the state and local level to assure that standards and statutes are accurately interpreted.
  • Oversees fiscal year planning and budgetary processes to ensure maintenance of appropriate levels of services.
  • Performs routine personnel functions of hiring, training, evaluating, conflict resolution counseling, and advising subordinates to create a positive working climate for employees.
  • Collaborates with public and private community agencies to exchange resources and information to promote the delivery of services.
  • Participates in relevant training (state/local) to keep abreast of changes and updates in laws, policies and procedures, and disseminate information to supervisors.
  • Performs related duties as required.

RECRUITMENT STANDARDS

Knowledge, Skills, and Abilities

  • Thorough knowledge of the laws, general statutes, policies, procedures, rules and regulations governing social services programs in this state.
  • Thorough knowledge of principles, methods, and techniques of efficient administration including public relations, personnel administration, budgeting, and general management. Thorough knowledge of current trends, programs, and practices in the social services field.
  • Comprehensive knowledge of the social, medical, and economic factors of the county.
  • Ability to plan, coordinate, and direct a staff of managerial, technical, and support personnel.
  • Ability to interpret and apply laws and policies to specific problems relating to the social services program.
  • Ability to establish and maintain effective working relationships with personnel, public officials, and the general public.
  • Ability to communicate effectively in oral and written forms.

Typical Qualifications

Minimum Qualifications

  • Graduation with a four year degree and five years management experience in a human services agency as stated above, four of which must have been in social services
  • Master’s degree in Public Administration, Social Work (macro or management practice) or Business and three years of experience in a human services agency.
  • A motor vehicle record (MVR), background & credit check, and drug screening will be conducted on candidates considered for this position.

Preferred Qualifications

  • Extensive knowledge in Medicaid programs

Physical Demands and Work Conditions

  • Must be able to physically perform the basic life operational functions of fingering, talking, and hearing.
  • Must be able to perform sedentary work exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
  • Must possess the visual acuity to prepare and analyze data and figures, operate a computer terminal, and do extensive reading.
  • The worker in this position is not substantially exposed to adverse environmental conditions (such as in a typical office or administrative work).

May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
