Job Summary
The Staffing and Budgets Analyst works with staff and other stakeholders to ensure high-quality project implementation, grant development, grant administration, and campaign administration. Specifically, this position collaborates with client managers, the product delivery team, and other stakeholders to provide critical staffing support and resource management. Additionally, this position serves to develop budgets and forecasts for various grants. The role is well suited for individuals that enjoy the challenges of creative problem-solving and working proactively to complete their projects and tasks.
Duties and Responsibilities
Staffing Coordinator
- Collaborates with client managers and stakeholders to understand project requirements, objectives, and timelines. Develops staffing plans that align with project goals and ensure adequate resources are available.
- Identifies and allocates the appropriate personnel to projects based on their skills, availability, and experience. Coordinates with department managers and team leads to ensure the right people are assigned to each project.
- Monitors resource utilization and availability across projects. Ensures that resources are effectively utilized and not overcommitted. Adjusts as necessary to optimize resource allocation and prevent bottlenecks.
- Serves as a primary point of contact for project managers, team members, and stakeholders regarding resource availability, allocation, and related issues. Keeps stakeholders informed about resource constraints or adjustments that may impact project timelines or deliverables.
- Maintains internal systems to ensure accurate records of resource assignments, project staffing plans, and related documentation. Generates reports on resource utilization, availability, and project staffing metrics for management review.
- Continuously identifies opportunities to optimize project staffing processes and enhance resource management practices. Proposes and implements improvements to increase efficiency and effectiveness.
Agency Budgets and Invoicing
- Assists clients in developing grant budgets and financial forecasts based on the grant/program requirements.
- Generates monthly invoices based on agency requirements and attaches all supporting documentation before submitting for approval and processing payments.
- Conducts training sessions or workshops for clients to educate them on grant-related financial management, compliance, and reporting requirements. Helps clients understand the importance of maintaining accurate financial records and following grant guidelines.
- Monitors spending to ensure it aligns with the budget. On behalf of clients, coordinates budget changes to the agency or grant program officers.
- Establishes and maintains positive relationships with funding agencies, program officers, and other stakeholders involved in grant-related accounting. Serves as a point of contact for financial inquiries or issues related to grants.
- Maintains Dropbox files and organization.
- Performs other related duties as assigned.
Supervisory Responsibilities
None.
Reporting Relationship
The Staffing and Budgets Analyst reports directly to the Chief Operating Officer.
Location
This is a hybrid position based out of our Sacramento office located at 801 K Street, 28th Floor. This role may require occasional travel to various project sites throughout California and the U.S.
Requirements
Desired Skills and Abilities
- A strong understanding of accounting principles.
- A high capacity for juggling multiple initiatives, projects, and clients simultaneously, all with varying needs and often under significant time pressure.
- Impeccable written and verbal communication, tailored appropriately to numerous key players both inside and outside of the organization.
- The ability to read, understand, analyze, and interpret moderately complex Federal and State documents including Requests for Proposals.
Desired Education and Experience
- 2+ years of relevant experience.

Salary Range
$68,000 – $85,000 + Bonus. At Momentum, it is typical for an individual to be hired at the lower end of the range for their role, however candidates with highly relevant experience, education, and skill level may be considered for higher compensation.
