Nature of Work

ANIMAL SHELTER PERSONNEL ARE EMPLOYEES OF THE ANIMAL SERVICE CENTER OF THE MESILLA VALLEY – NOT THE CITY OF LAS CRUCES.

Serving as a liaison between the Animal Services Center of the Mesilla Valley (ASCMV) and the City of Las Cruces (City) Human Resources (HR) Department, this role encompasses a range of administrative and technical responsibilities. These tasks are centered around personnel activities, programs, and mandates, aimed at formulating and accomplishing streamlined and accurate processes and procedures.

EnvironmentalFactorsWork is performed primarily in an office environment, with the possibility of working remotely.
Physical Factors
Light physical work which involves lifting and moving items weighing up to ten (10) pounds; strong verbal, visual and auditory abilities; frequent to constant use of a personal computer and telephone.
Work Situation FactorsPosition functions in a self-motivated environment and works with various staff levels and community and committee representatives, depending on department assignment, and involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and ASCMV policies.

This position is graded RN11.
Duties and Responsibilities

  • Organizes, tracks, and coordinates all staffing and reporting activities related to recruitment and selection processes and status of hiring; reviews, routes, and processes various forms, applications, enrollments, information, documents, and data to ensure standardization of processes and accurate and timely communication of information.
  • Tracks, and reports on licensing, certification, and training requirements and status; tracks, coordinates, and arranges for testing, training, and development of staff to ensure appropriate levels of support and compliance.
  • Tracks and reports on vacant position status and staff longevity to identify available resources, the potential need for future staffing, and succession planning; performs a wide range of technical, clerical, administrative, and confidential work related to personnel processes and requirements; provides coordination for conducting and providing position reviews for the evaluation of changes in job functions and duties to meet established goals and objectives.
  • Reviews, evaluates, and checks personnel documents and related correspondence for accuracy and completeness; drafts, recommends, and implements standard operating procedures; identifies and reports on areas of non-compliance; routes documentation and information as directed and required; maintains confidentiality of all work-related matters, personnel records, and information to ensure compliance with City and ASCMV policies, regulations, procedures, and practices.
  • Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services.
  • Prepares and presents various special and recurring reports and enters and updates data in various mediums, formats, and systems to provide timely and accurate information.
  • Coordinates with City HR staff on existing ASCMV initiatives and programs to facilitate work experience and internship opportunities for technical and program-specific needs within the ASCMV.
  • Serves as a resource to ensure compliance with established rules, policies, and procedures related to functions and operations; responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures.
  • Coordinates, administers, and evaluates examinations, skills assessments, and recruitment processes to provide support to ASCMV hiring managers.

Minimum Qualifications

Equivalent of a High School diploma AND two (2) years of experience working in support of related functions, duties, and responsibilities, such as those outlined above. A combination of education, experience, and training may be applied in accordance with ASCMV policy.

Licenses/Certification(s)
Valid driver’s license may be required or preferred. If applicable, position requires an acceptable driving record in accordance with ASCMV policy.
Knowledge, Skills, and Abilities
Knowledge of: principles, practices, techniques, activities, rules, and regulations related to the support of personnel and staffing related functions of an assigned department; current principles and practices of confidential records and file management; principles and techniques of current office management practices and procedures; customer service and effective communication principles, standards, and methods; methods and standards for preparing business correspondence, appropriate business English, spelling, grammar, punctuation, proofreading and editing; business mathematics; modern office equipment, business and personal computers, business office software applications, and report generation; City organization and related regulations, operations, and policies and procedures to effectively perform the required functions and duties of the position.
Ability to: perform a variety of duties and responsibilities and assess and prioritize multiple tasks, projects, and demands to meet deadlines; ensure appropriate levels of customer service to achieve expectations and meet objectives; read, understand, communicate, and assure compliance with a variety of policies, procedures, and regulations governing related activities, programs, and functions; research and compile applicable information and maintain timely and accurate records; monitor and maintain confidentiality of sensitive information and data; communicate effectively and appropriately in verbal and written forms; prepare and present accurate and reliable reports containing findings and recommendations; review documents and extract relevant information; establish and maintain effective and appropriate working relationships with employees, other agencies, and the public; timely and accurately enter data and generate reports using a personal computer with basic and specialized software applications in performing daily functions; take initiative and exercise sound independent judgment within established procedural guidelines to ensure achievement of goals and objectives.
