POSITION DESCRIPTION: Provides leadership and management of the support functions of the State Materials Office (SMO) to include the Business Office, Facilities Management, and safety plus the establishment and implementation of procedures and practices to assure compliance with statutory obligations and Department policies and procedures. Fosters a work environment that encourages teamwork, respect, integrity, innovation, and desire to excel. Provides excellent service to all staff in SMO. Performs managerial duties. Conducts applicant selection and hiring. Coaches, mentors, and develops staff, including overseeing new employee on-boarding and training. Evaluates employee performance timely, provides effective feedback and recognition and institutes corrective action if needed, including and up to disciplinary actions. Supervises employees by communicating regularly, motivating, training, evaluating, and planning and directing employees’ work.
Prepares and manages the budget allocated to the SMO. Manages Fixed Capital Outlay (FCO) programs that includes budget issue preparation, contract document development, project management, contractor oversight, budget management, and invoice payments. Guide, train, and supervise the SMO staff to ensure proper usage and management of the contractual services to ensure the quality and scope of the services in compliance with the contract documents. Oversees the preparation of the State Materials Office annual legislative budget requests, budget allocation entries, and the monitoring of certified and carry forward funds.
Provides leadership for the procurement operations at the SMO to include overseeing staff to ensure the effective and efficient acquisition of professional services, commodities, contractual services and payments. Oversees the development and implementation of all professional and vendor contracts. Advises the leadership in SMO on the types of contracts that can be procured to support the SMO’s services. Approves, directs the administration and procurement of Contractual Services agreements, emergency contracts and other purchasing activities. Directs, approves, and ensures that agreements funded by the Federal Highway Administration (FHWA) includes pertinent provisions. Writes effective scopes of service, negotiates with vendors, and monitor vendor performance. Addresses non-compliance in a timely manner. Ensures compliance with procurement and financial rules and regulations.
Oversees the facility management, safety, and security, and fleet management functions of the SMO. This includes strategic planning, budgeting, and contracting as necessary to properly maintain and operate building facilities. Implement preventive maintenance for critical building components such as roofing, plumbing, heating, ventilation, and air-conditioning (HVAC), elevators, generators, uninterrupted power supply system (UPS) and other mechanical and electrical building components.
Maintains a safe, comfortable, and healthy environment. Ascertain compliance to all regulatory requirements by local authorities and Occupational Safety and Health Administration (OSHA) and American Disability Act (ADA) as they apply to building facilities. Conducts facility assessments and identifies unmet and future needs. Provides input into the Departments 5-year Capital Improvements Plan. Manages safety, security, and access control activities for the SMO campus. Includes but is not limited to security system operation and administration, receptionist desk operations, access control of employees, visitors and parcels, security badge administration, visitor assistance, switchboard operations, emergency response/evaluation activities, and other activities as required to manage facilities in a safe, secure, and responsible manner.
KNOWLEDGE, SKILLS AND ABILITIES: Ability to interpret procurement rules, procedures, statutes, and guidelines related to contracting; Ability to communicate effectively and appropriately both verbally and in writing; Knowledge of word processing, spreadsheet, internet, database and personal computer applications; Skilled in the various procurement methods, contract types, and contract requirements; Skilled in reviewing documents for accuracy and completeness; Skilled in problem-solving techniques; Ability to establish and maintain effective working relationships; Ability to exercise independent judgement and complete assignments and meet deadlines; Ability to research, analyze data and produce reports; Knowledge of leadership and management principles; Skilled in supervising and developing staff; Skilled in effectively managing and allocating staff resources to meet strict deadlines; Ability to coordinate and communicate agency vision, values, missions, and goals; Ability to supervise.
OTHER JOB RELATED REQUIREMENTS: Responsible for adhering to the provisions and requirements of Section 215.422, F.S. Travel as required. This position will be required to respond before, during, and following emergency situations.
