State Purchasing Procurement Manager

DAS is currently operating under a hybrid schedule that can incorporate both teleworking and in-office hours. Employees may be required to report to the office when requested by management &/or for their initial job training.

About Us:

As part of the Department of Administrative Services, the Offices of Procurement Services provides centralized procurement service to all State and Local Agencies as well as support to all State Suppliers.

What you will be doing:

The Office of Procurement Services is seeking a high energy professional to assists state agencies with the procurement of supplies and services through competitive selection and negotiated contracts. Responsibilities include:

Manages purchasing activities (e.g., term contracts, term schedules, request for proposals or one-time bids):

  • Oversees procurement of supplies, materials, equipment & services
  • Supervise assigned staff involved in establishment of contracts for procurement of supplies, materials, equipment & services
  • Answer inquiries & interprets policies & procedures for staff & customers
  • Assist in development of goals & objectives for section
  • Develops & implements poilcies & procedures to meet goals & objectives
  • Signs contracts as delegated by DAS Director
  • Approves leave & timesheets
  • Administers discipline
  • Creates performance measurements & evaluates performance
  • Reports to State Emergency Operations Center (SEOC) as assigned to provide resource support & logistics for impacted areas

In conjunction with State Purchasing Contracts Manager & State Purchasing Administrator, develops section goals & objectives & formulates & implements tactics to accomplish goals & objectives:

  • Develops & oversees section procedures for annual spending on commodities & materials for internal use; maintains account assessment of all customer agencies for services rendered;
  • Directs staff in data collection & entry into database;
  • Defines reports extracted from database;
  • Generates reports from tracking system for management.

Advises & counsels departments, agencies & institutions regarding their procurement needs & procurement processes:

  • Monitors quality control to ensure contractors fulfill state requirements regarding specifications, costs & delivery arrangements;
  • Ensures contract compliance; negotiates resolution of problems between customer agencies & contractors;
  • Fosters customer oriented proactive working environment.

Qualifications
The following are the minimum qualifications for this position. Applicants must specifically identify how the required job qualifications are met in the Education and/or Work Experience – “Job Duties” Sectios of the application.

Required Qualifications:

Completion of undergraduate core coursework in public or business administration or field related to purchasing/ procurement/sourcing including logistics, supply chain management, materials management operations management, strategic procurement, purchasing management, contracting, acquisition management, or other sourcing related field; AND 36 mos. exp. in procurement/purchasing/sourcing related activities; AND 12 mos. supervisory experience.

-Or completion of associate core coursework in one of previously stated areas of study; AND 48 mos. exp. in purchasing/procurement/sourcing related position; AND 12 mos. supervisory experience.

-Or 60 mos. exp. in purchasing/procurement/sourcing related position; AND 12 mos. supervisory experience.

-Or certified manager (CPPO as issued by UPPCC, CPM as issued by ISM-NAPM); AND 12 mos. exp. in position that included public or business administration, or purchasing/procurement/sourcing related responsibilities.

-Or 48 mos. exp. as certified (CPPB as issued by UPPCC) State Purchasing Procurement Analyst (64534).

-Or equivalent of Minimum Class Qualifications For Employment noted above.
