Strategy Management Analyst SME

Responsibilities

  • Support Government Leads in the assessment and development of insider threat and operational security policy across the ODNI, IC, and USG, and promote and communicate shared vision, mission, values, and goals.
  • Using clear and concise language, author, develop, comment on, or update interagency issuances on complex topics. Deliverables may include formal recommendations researched by the Contractor staff, and presented to the Government as a peer-reviewed memo or other formal document.
  • Assist Government Leads in preparing an NCSC Strategic Assessment to determine how well the IC is postured for the future global environment and to support national security policies and priorities.
  • Provide strategic planning facilitation support to IC elements and customer components. Deliverables may include formal recommendations researched by the Contractor staff, and presented to the Government as a peer-reviewed memo.
  • Document and maintain Standard Operating Procedures (SOPs) for all activities performed in the course of assessing and developing insider threat and operational security policy.
  • Draft or review documents for technical correction and edits in the development of Congressional testimony, budget presentations, issue papers and talking points.
  • Assist Government Leads in assessing IC intelligence capability needs, opportunities, and gaps to help link resources to strategy.
  • Identify interdependencies across IC strategic plans and efforts, and review and assess alignment of IC component strategic plans with insider threat and operational security policy.
  • Assist Government Leads in developing venues for creatively addressing complex IC issues that develop shared perspectives and lead to IC commitment to action.
  • Conduct analysis to help identify issues and trends. Deliverables may include formal recommendations researched by the Contractor staff, and presented to the Government as a peer-reviewed memo.

Qualifications
• Bachelor’s Degree in social, political, physical, natural or business sciences; humanities, engineering or mathematics; or other field directly relating to strategic planning and evaluation) and 18 years of experience, Masters and 10 years of experience, or 24 years of experience without a degree.
• TS/SCI with polygraph level clearance is required
• Demonstrated experience in identifying emerging trends and strategic issues and incorporating these into organizational strategic
• Expert knowledge of IC organizations’ missions in order to develop the national level strategies and policies necessary to support U.S. national security and foreign policy
• Demonstrated ability to supervise other Contractor staff and provide QA for their deliverables.
• Demonstrated attention to detail such that deliverables are correct, complete, and ready for Government
• Expert understanding of performance principles and superior ability to advise organizations on the application of organizational performance evaluation methods.
• Expert ability to conceptualize, organize, and draw inferences from incomplete data and present a compelling analysis of findings and issues while identifying, articulating, documenting, and mitigating knowledge
• Demonstrated critical thinking skills sufficient to conceptualize, organize, and draw inferences from incomplete or inconclusive data, and present a compelling analysis of findings to management. Ability to identify, articulate, document, and mitigate knowledge gaps, and provide alternative approaches to challenging issues.
• Demonstrated exceptional organizational and interpersonal skills supporting working groups, managing competing priorities, advocating new ideas/concepts/processes, providing recommendations on time-sensitive issues, and working collaboratively across the

Target Salary Range

$146,000 – $234,000. This represents the typical salary range for this position based on experience and other factors.
