Pay:

$58.41/hour DOE

A Brief Overview
The Capital Program Manager is responsible for planning, preparing, and publishing the Annual Capital Upgrades and Renewals and Replacements Plans (ACURRP) for the utility infrastructure at Fort Wainwright (FWA), Fort Greely (FGA), and Joint Base Elmendorf-Richardson (JBER-R).

Responsibilities

What you will do

  • Plan, direct, organize, and control capital improvement planning process to meet current and long-range program goals and objectives.
  • Analyze asset performance based on work order analysis and condition assessments and incorporate findings into project planning process.
  • Coordinate and direct the planning phase in the development of capital improvement projects.
  • Recommend asset rehabilitation (renewal or replacement) schedule within the ACURRP.
  • Coordinate with installations regarding Future Year Defense Plans and potential impacts to ACURRP.
  • Champion use of recognized industry standards and best management practices for planning, programming, budgeting, and executing capital improvement projects.

Conditions of Employment

  • Must pass a pre-employment drug test, random drug test thereafter in accordance with the published policy of Doyon Utilities.
  • Must have a valid driver’s license issued by the State of Alaska.
  • Must be eligible to work on a military installation in Alaska. Eligibility to work on a military installation includes compliance with Department of Defense mandates with respect to employee background and health directives.

Qualifications

Qualifications

  • Bachelor’s degree in engineering, construction management, business, or related discipline; advanced degree desired. Required
  • 7+ years of utility engineering/project management experience. Preferred
  • Strong computer skills and proficiency using the Microsoft Office Suite and internet applications.
  • Knowledge of the principles of planning and program management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the DOD planning, programming, and budgeting system.
  • Knowledge of standard construction and contracting regulations, practices, and procedures.
  • Possess an in-depth knowledge of environmental, regulatory, OSHA, and utility contracting requirements.
  • Strong written and verbal communication skills.
  • Excellent time and project management skills.
  • Excellent conflict resolution and customer service skills.
  • Excellent organizational and leadership skills.
  • Strong problem-solving, and analytical skills.
  • Ability to maintain strict confidentiality.
  • Appropriate professional registration/certification desired.
