Summary
Under general direction of the Deputy Chief Maintenance Officer, the Superintendent of Maintenance plans, organizes, manages and integrates programs and activities for the maintenance and repair of Agency fixed route and paratransit buses and other vehicles and equipment in multiple locations and shifts to meet Agency transit requirements; ensures the safety and reliability of the Agency bus fleet through administration of preventative maintenance programs to minimize road failures and operational emergencies; and performs related duties as assigned.
Duties & Responsibilities
ESSENTIAL DUTIES AND RESPONSIBILITIESThe duties listed below are intended only as illustrations of the various types of work that may be performed. - Plans, organizes, controls, manages and evaluates the work of fleet maintenance and repair supervisors and staff; with supervisors, establishes operational plans and initiatives to meet department goals and objectives; implements departmental plans, work programs, processes, procedures and policies required to achieve overall department performance results; coordinates and integrates assigned functions and responsibilities to achieve optimal efficiency and effectiveness; participates in developing and monitoring performance against the annual departmental budget.
- Plans and evaluates the performance of assigned supervisors and staff; established performance requirements and personal development targets; monitors performance and provides coaching for performance improvement and development; provides or recommends compensation and other rewards to recognize performance; takes disciplinary action, up to and including termination, to address performance deficiencies, subject to management concurrence, in accordance with the Agency’s human resources policies and procedures.
- Provides leadership and works with supervisors and staff to develop and maintain a high performance, customer service-oriented work environment that supports achieving the Agency’s mission, strategic goals and core values.
- Manages the Agency’s bus and vehicle maintenance and repair programs; monitors maintenance and repair activities to ensure rigorous adherence to quality standards; inspects vehicles for quality control and quality assurance purposes; reviews daily supervisor reports to identify trends and issues that need to be addressed; arranges for and evaluates the effectiveness of repair services provided by outside vendors consistent with contract requirements.
- Works with supervisors to analyze problems and causes and develop solutions to unplanned, unscheduled maintenance and road failures which interrupt service; coordinates the distribution or redistribution of work orders or staff between shop locations and shifts to complete work expeditiously; oversees and coordinates the exchange of buses between facilities to provide for scheduled preventative maintenance and/or warranty repairs and to meet operational requirements.
- Manages the development, updating and administration of the Agency’s preventative maintenance program; coordinates and monitors completion of preventative maintenance inspections and repairs of buses and other vehicles; analyzes repair and inspection data, identifies issues and opportunities for improvement to minimize road failures and operational emergencies, as well as maintenance and repair costs; makes and implements recommendations for process improvements.
- Coordinates the ordering of shop tools, supplies and equipment with the Materials and Inventory Manager; oversees or prepares requisitions and obtains quotes and bids; works with Procurement to ensure an appropriate inventory and uninterrupted supply of parts, materials, commodities and tools; oversees the maintenance of warranty records and tracks the completion of warranty repair claims.
- Administers programs for the proper storage and disposal of hazardous materials and waste in conformance with all applicable state and federal requirements and environmental permits; compiles data and prepares a variety of state and federal reports and filings.
- Ensures completion of shop safety training; observes, monitors and enforces staff compliance with safety policies and procedures.
- Prepares and maintains department records and reports, including payroll, attendance and performance statistics; maintains records and files; prepares a variety of periodic and special reports.
OTHER DUTIES
- Works with training staff to revise and update department training programs to address performance deficiencies noted; may assist in developing and delivering training modules.
- Meets with Human Resources and shop stewards to implement shift bidding processes for union employees; meets with union stewards to resolve problems and potential grievances.
- Monitors developments and trends related to bus and vehicle maintenance and repair, conducts research and evaluates opportunities for improving efficiency, reliability and cost, recommends programs, policy and procedure improvement and the upgrade or replacement of equipment.
- May act for the Deputy Chief Maintenance Officer in that individual’s absence.
Minimum Qualifications
- High school or G.E.D.
- At least seven years of increasingly responsible fleet maintenance and repair experience preferably in a public transit agency
- At least three of which were in a supervisory capacity
- A valid California Class C driver’s license and the ability to maintain insurability under the Agency’s vehicle insurance policy.
