Summary:
The Mayor’s Office of Management and Budget (OMB) is the City government’s chief financial agency. OMB’s staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of more than 90 City agencies and entities.

The OMB Management and Operations Unit examines operations at OMB and city agencies with the goal of gaining more efficient, cost-effective services and improved outcomes. Our team proactively assesses all areas of Citywide management including agency performance, financial management, information technology, and procurement. Within the Management and Operations Unit, the Policy and Operations Research Task Force is primarily responsible for analyzing fiscal and economic implications of the City’s policy initiatives and evaluating City agencies’ operations and programs, as well as conducting ad-hoc quantitative analysis. The Housing, Transportation and Mobility unit carries out statistical analyses in the associated policy areas.

Job Description:

The Unit Head should be skilled in analyzing complex datasets, developing statistical models, and applying machine learning algorithms to extract insights and drive decision-making. They will be responsible for crafting efficient and secure procedures for data analysis and management, while paying close attention to technical aspects. In this role, they will also lead and serve as an advisor for combining city agency foundational, relational, and transactional data with multiple data points to generate what-if scenarios to improve insights and inform complex planning to meet our mission requirements. supervising analyst will support team with development and advancement of data science, optimization, and machine learning. Candidates should demonstrate the ability to make informed decisions based on data and have technical skills to drive improvements and guide strategic decision-making. Effective management of staff and multiple priorities will be crucial to the success of this role.

Responsibilities:
• Utilizing data and analytics for informed decision-making.
• Collecting and analyzing data to identify trends, patterns, and areas for improvement.
• Developing, describing, analyzing, and validating datasets; verifying and correcting data, models, and reports; implementing, upgrading, and developing data management and visualization tools; and creating models to explain and forecast data.
• Interpreting data and analyzing results using technical statistics; developing and implementing data analyses, data collection systems and other strategies that optimize statistical efficiency and quality; and acquiring data from primary or secondary data sources and maintaining database.
• Implementing digital tools and automation can help streamline processes, reduce errors, and enhance efficiency.
• Identifying and understanding relationships between numbers.
• Identifying critical metrics and coming up with recommendations on what data to collect.
• Examining, processing, and performing quality control checks on the supplied data.
• Analyzing, interpreting, and presenting results by implementing different tools and techniques.
• Implementing tools or software such as SAS, SQL, Informatica, SSAA, SSIS, SSRS, and Excel to automate the quality control process.
• Creating and enforcing functional policies for effective data management.
• Planning and implementing several efficient and secure procedures for data management and analysis with attention to all technical aspects.
• Monitoring and overseeing the use of data systems.
• Formulating and implementing several management techniques for quality data collection, in order to ensure adequacy, accuracy, and legitimacy of data.
• Ensuring that digital databases and archives are safe and immune to security breaches and data losses.
In addition to subject matter expertise, the position will require a high capacity for independence, relationship building, and creativity. The candidate should possess the ability to manage multiple, often-competing priorities, and manage staff effectively to ensure properly skilled individuals are assigned to and satisfy specific needs.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college.

Preferred Skills

Qualifications:
• Excellent written and oral communication skills, as well as interpersonal skills.
• Sound analytical mindset and problem-solving skills with the ability to gather, organize, analyze, and discharge significant amounts of information with accuracy and particular attention to detail.
• Several years of proven work experience as a data analyst or business data analyst.
• Strong computer literacy skills with detailed knowledge and familiarity with reporting packages, databases such as SQL, and programming languages such as XML, JavaScript, or ETL frameworks.
Applicants should also have some expertise in at least one of the following areas below:
• Strong programming skills with querying languages.
• Experience with big data tools.
• Experience with testing tools.
• Experience with data visualization tools.
• Experience with Adobe Analytics and other analytics tools.
• Experience with SAS, R, Python, or SQL and NoSQL
• Experience with Microsoft Suite.

Additional Information

Requirements:

Supervising Analyst ($83,399+): Bachelor’s degree and a minimum of four years of full-time experience in budgetary planning/management, accounting, financial analysis, public policy analysis or a related field, or an awarded master’s degree in business, Public Administration, Finance, Economics, or a related field, and two years of relevant experience.

Unit Head ($103,307): Bachelor’s degree and a minimum of four years of experience in budgetary planning/management, financial analysis, public policy analysis or a related field; or an awarded Master’s degree in Public Finance, Public Administration, Policy Analysis, Business, Economics or a related field and two years of experience.
