JOB INFORMATION

Supervising Property Agent positions perform complex professional real property transactions in the major functional areas of the Department of Real Estate and Airport Management (DREAM): Acquisitions, Dispositions, Lease Administration, Municipal Asset Services, Special Projects and Valuations; conduct appraisals/valuations; negotiate relocation and rights-of-way; lease administration and management; real property and asset management; general aviation property leasing and development; assess property to be acquired, sold or leased; plan, assign, supervise, review, and evaluate the work of professional staff members; work with the management team to maximize revenue; assist in the development of land use policies; make presentations to City Council and the Mayor’s Office; write solicitations, such as Requests for Proposals (RFP), Purchase Sale Agreements (PSA) and Exclusive Negotiating Agreements (ENA); write, negotiate, and recommend approval of contracts and leases; prepare financial analysis and recommendations; develop revenue projections; assist with budget preparation; serve as liaison with City departments other government agencies such as the County of San Diego, the Committee on Land Use and Housing, and the Port of San Diego; attend community meetings relating to real estate issues; and perform other duties as assigned.

NOTES:

  • Employees in job classifications represented by Municipal Employees Association (MEA) are scheduled to receive the following general wage increases:
    5% effective 1/1/24
    4% effective 7/1/24
    2% effective 1/1/25
    5% effective 7/1/25
  • Eligible benefitted employees originally hired on or after July 10, 2021, will be automatically enrolled in the San Diego City Employees Retirement System (SDCERS).

MINIMUM REQUIREMENTS
You must meet the following requirements on the date you apply, unless otherwise indicated.

EDUCATION: Bachelor’s Degree or equivalent education (i.e., minimum completed units = 120 semester/180 quarter).

NOTE:

  • Additional qualifying experience may be substituted for education lacked on a year-for-year basis. One year of full-time experience = 30 semester/45 quarter college-level units.

EXPERIENCE: Four years of full-time commercial real estate property transactional experience in at least ONE of the following areas:

  • Appraisal/valuation
  • Acquisitions and disposition
  • Relocation and right-of-way
  • Property and/or asset management
  • Commercial sales/leasing
  • Commercial real estate brokerage

NOTES:

  • Qualifying acquisitions and disposition experience MUST include selling, purchasing, or leasing commercial, office, retail, and/or industrial or unimproved, property.
  • Qualifying property management experience MUST include at least one of the following areas: Lease negotiations and administration; asset and/or property management of commercial or industrial complexes; or preparation of development lease and sale packages.
  • Consulting or Single Family Residential (SFR) experience is NOT qualifying.
  • City of San Diego employees using Out-of-Class Assignment (OCA) experience to qualify must submit written documentation signed by their appointing authority or payroll specialist, detailing the work performed, dates, and total number of qualifying OCA hours. OCA experience without the required documentation will NOT be considered.

LICENSE: A valid California Class C Driver License is required at the time of hire.

HIGHLY DESIRABLE:

  • Bachelor’s Degree in Real Estate, Business, Land Use/Urban Planning, or Economics.
  • Experience in a governmental or public agency which includes experience in the oversight and evaluation of commercial real estate transactions, land use and development policy, and real estate finance and/or economics.
  • Member of the Appraisal Institute (MAI).
  • Member of the International Right-of -Way Association (IRWA).
  • A valid state-accredited real estate appraisal license equivalent to the California Bureau of Real Estate Appraisers (BREA) Certified General (AG) license.
  • California State Right-of-Way Agent Certification.
  • Experience in complex commercial lease negotiations and administration of ground leases.
  • Experience conducting complex financial analysis and preparation of reports.
  • Experience with acquisition of rights-of-way and eminent domain law.
  • Experience with space planning and leasing of commercial office space.
  • Experience with GIS, mapping and review of surveys, plats and legal descriptions.
  • Professional level real estate experience working with agricultural, non-profit, affordable housing and/or telecommunication leases.
  • High-level of proficiency with computer programs such as Microsoft Office Suite and Zoom.
  • Experience with FAA regulations as to how they apply to airport obligated leases and land.
