Position Summary
Responsible to coach, train, mentor and support an assigned regional team in the construction of outside plant fiber networks. These crews perform construction on various Small Cell and Enterprise OSP projects. They operate heavy equipment, utilize various hand tools, and restore Crown Castle fiber networks using a consistent defined standard and procedures. As an advisor, coach, trainer and mentor to these teams, their success is your success.
The position will support the Manager of Fiber Construction and work with other fiber construction teams within the area, as well as provide support to Crown Castle cross-functional teams to improve the quality of processes, deliverables, and the end-to-end customer experience. Each fiber construction team is expected to maintain open communication across all areas of the business and work as a unit with consistency while building, implementing, and restoring or maintaining services; cognizant of fostering the vision and values of Crown Castle. This position is accountable for their assigned team and area for delivering KPIs including but not limited to CapEx and OpEx spends, MTTR (Mean Time to Repair) SLAs, On-Time Install performance, fiber complete for small cell, and enterprise install schedules.
Essential Job Functions
- Support teams of Operators and Technicians in support of the assigned area of responsibility for construction demands, CapEx and OpEx management, as well as KPIs.
- Understanding of heavy equipment and how to operate it safely.
- How to organize field crews and coordination.
- Provide a safe work environment.
- Strong understanding of mobilization to and from assigned work locations each day.
- Supervision of loading and unloading heavy equipment at a jobsite.
- Construction materials coordination.
- How to tow and backup trailers safely.
- Gathering field information related to construction activities and creating reports and/or bulletins.
- Creating construction job aides and modifying visual illustrations within them.
- Provide support to the Manager of Fiber Construction for communication with the NOC, Engineering, Field Operations, and Change management teams.
- Provide support to the Manager of Fiber Construction to monitor and report Key Performance Indicators (KPIs) of deliverables and supporting workflows to measure operational performance, as well as identify and assess areas of opportunity for improved process efficiencies and performance
- Maintain knowledge of technology in use, and/or under development for its impact or potential impact on the operational business process
- Provide support to the Manager of Fiber Construction for the assigned areas respective CapEx and OpEx spend and budgets
- Maintain quality service by understanding and enforcing organization standards
- Develop and coach team identifying training gaps and creating career paths for team members.
- Schedule and prioritize the workload of the construction and external vendor resources within an assigned area; coordinate with the Network Construction Manager to integrate with overall project plan.
- Initial construction reviews in accordance with project specifications.
- Ensure that all jobs are maintained accurately in a project tracking system
- Coordination of all permitting and licensing activities.
- Development of permit and construction plans
- Ensure all work is completed in accordance with Crown Castle construction standards, processes, and procedures. Act as a key contributor to continued growth and improvement in each of these.
Education/Certifications
- High school diploma or equivalent required
- S in Architecture, Engineering, or Construction related field or equivalent work experience preferred
- A valid driver’s license required
Experience/Minimum Requirements
- Three (3)+ years construction experience, at least three (3) years direct telecommunications experience or equivalent work experience required. At least two (2) years of supervisory contractor construction experience required, three (3) to five (5) years preferred.
- 1 year of experience performing (or equivalent work experience):
- Direct supervision/management of employees
- Fiber engineering design, splicing and/or construction implementation experience
- Experience with optical test equipment including OTDR, PMD, Optical Spectrum Analyzer
- Working knowledge of fiber construction standards (aerial and underground)
- Working knowledge of NESC, NEC and OSHA standards

- Candidate has a strong background in and a good working knowledge of fiber optic infrastructure engineering, construction, and restoration methods
- Familiarity with Outside Plant (OSP) and Inside Plant (ISP) installation standards and practices
- Ability to diagnose work flow problems and institute remedies

Organizational Relationship
Reports to: Manager Fiber Construction
Title(s) of direct reports (if applicable): Senior Fiber Construction Manager, Fiber Construction Manager
Working Conditions: Could be required to travel to project sites with exposure to heavy equipment and environmental conditions up to 80% of the time. Works in a normal office setting with no exposure to adverse environmental conditions the remaining 20% of the time.
Compensation Information: For California state residents the hiring range offered for this position is $88,400 – $127,075 annually. In addition to salary, employees are eligible for an annual bonus of up to 15% of annual salary and restricted stock. Employees (and their families) are eligible for medical, dental, vision, and basic life insurance. Employees are able to enroll in our company’s 401k plan. Employees will also receive 18 days of paid time off each year and 12 paid holidays throughout the calendar year.
