Supervisory Assignment Editor (Mandarin)

Summary

This position is located in the Voice of America (VOA) East Asia and Pacific Division’s China Branch. Incumbent is responsible for the coordination, conception and implementation of assignments for China Branch’s news and long format content coverage. Leads subordinate supervisors, editors, and reporters involved in story planning for multiplatform content, including video, audio and text content for broadcast, digital and social media channels.

Duties

As a Supervisory Assignment Editor (Mandarin), you will be responsible for duties to include, but are not limited to:

  • Leads coverage planning based on a deep and up-to-date understanding of ongoing events in China and U.S. foreign and domestic policies.
  • Leads China Branch teams to produce original content, ranging from short breaking news to long format features. Provides guidance in identifying unique and original stories that represent added value to target audiences.
  • Monitors competitors’ coverage of news and events related to China to ensure that VOA China Branch’s coverage is timely, trustworthy, and attractive to its audiences.
  • Assists the China Branch Chief in planning Branch news coverage and evaluates coverage to ensure adherence to the VOA Charter and Journalistic Code.
  • In consultation with the Service Chief, provides direction, advice and guidance to China Branch staff on policy implementation and strategy for the most effective utilization of assigned resources.
  • Recommends creative program initiatives and special event coverage to the Branch chief and to other managers to ensure China Branch produces unique original content that meets the needs of its strategic target audience.
  • Oversees assignments for the China Branch’s Desks to ensure effective and coordinated content production across all media platforms.
  • Coordinates and monitors all journalistic and editorial elements of newsgathering.
  • Leads a team of supervisors, editors, and reporters, including but not limited to team leaders for digital platforms, in-depth coverage desks, and video production units.
  • Provides leadership on a multitude of major, complex news coverage and long format storytelling.
  • Guides staff to shape, edit, and present timely coverage on issues of interest to target audiences, stories and long-format projects are reviewed for audience engagement, digital traffic, and audience feedback.
  • Oversees the editorial integrity and quality of content and provides editorial guidance to staff based on best journalistic practices and VOA standards.
  • Closely liaises with other VOA Services and the News Center to ensure cooperative coverage and sharing and distribution of content; maintains contact with the U.S. and international academic, policy, and business communities on China-related developments, helping to ensure that VOA China Branch stays at the forefront of providing authoritative, balanced, and relevant coverage of U.S. policy towards China and U.S.-China relations.
  • Assists China’s Branch Chief in resource management, including the allocation of budget, humanresource planning, and contract commitments.

Qualifications

Screen out factor: Applicant must have fluency in both English and Mandarin languages that enables you to speak, read, write, report, and translate in both languages.

Specialized Experience: Applicants must have one year of specialized experience equivalent to the next lower grade level (GS-13), which is directly related to this line of work. Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience for this position includes:

  • Experience leading or supervising employees engaged in performing senior level journalism and editorial duties, which include developing strategies focused on content creation and distribution in markets where access to content is limited and challenging.
  • Experience managing, directing, developing and evaluating staff responsible for broadcast, digital and journalistic writing and editing.
  • Expert knowledge of U.S. policies on global issues, such as foreign relations, economic security, environmental protection, and other concerns, to produce programming tailored to the target audience.
  • Experience establishing and maintaining contact with representatives of the U.S. and international academic, entities and business communities involved in China-related developments.
