Summary

The position is located within Commander, Navy Region Mid-Atlantic (NRMA) Fleet and Family Readiness (FFR) Program Support Services (N94) Commercial Activities Program (Marketing, Sponsorship & Special Events). Incumbent serves as a technical advisor for regional marketing and advertising programs, commercial sponsorship and information management in the support of NRMA FFR.

Duties

Serves as principal advisor to the Commercial Activities Program Manager (Supervisory Marketing Specialist, GS-1101-13) on matters pertaining to communications and marketing policies and services. Incumbent develops long-term marketing and strategic plans to maximize patron utilization and satisfaction while enhancing FFR programs self-sufficiency and/or profitability. Responsible for bringing well-organized and efficient strategies, insights, and management to marketing, brand management, public relations, sponsorship, and accreditation. Key responsibilities include planning, tracking, executing and optimizing the various marketing programs, developing and promoting the organizational brand, overseeing marketing efforts in support of accreditation program, cultivating additional business growth through sponsorship, providing creative ideas to drive innovation, and identifying and implementing marketing process improvement opportunities.

Builds, manages and implements effective marketing campaigns for all FFR programs through various sources including webpages, an app and on social media platforms. Leverages tactics such as co-marketing with strategic partners, content marketing, email marketing, events, print and digital media advertising, social media, SEM, mobile marketing, and partnerships with other organizations to deliver effective communication. Works in tandem with Supervisory Visual Information Specialist on the design and production of marketing and promotional materials from inception to completion to guarantee highest quality, meet marketing objectives and exceed customer expectations. Ensures appropriateness, accuracy and quality of marketing products and effective use of resources in meeting customer needs.

Responsible for evaluating the effectiveness of marketing plans, strategies and communication programs as determined by customer response and overall success of programs. Stays informed of developments in the fields of marketing, technology, social media and other industries to help operate with initiative and innovation. Advises activity managers on effective advertising vehicles and appropriate media mix to reach target market. Plans media campaigns designed to enhance participation, and where appropriate, increase financial income. Plans, coordinates, and conducts market research, including demographics, surveys, focus groups, etc., to assess customer needs and desires.

Oversees the management of publicly and privately accessed information through online and offline application systems on behalf of FFR to include administration, technical planning, design, development, functionality, testing, implementation and management. Supervises the development and management of information and media deliverables by way of Content Management Systems (CMS), Digital Asset Management (DAM) and social media platforms to include the integration of media elements and data integrity.

Responsible for initiating, directing, and implementing comprehensive marketing, public relations and sponsorship/advertising sales initiatives for FFR programs in coordination with installation and region program directors. Obtains information on upcoming events, special programs and offers from activity managers, and manages a list of viable annual events for which to seek commercial sponsorship. Supervises the development of packages used to solicit sponsorship from local, regional and national sponsors. Oversees negotiations of mutually beneficial sponsorship terms and all supporting documents. Coordinates with the region Office of the General Counsel (OGC) to ensure that terms of sponsorship are in accordance with all DON, CNIC and local regulations and policies. Attends COMREL events and may serve as point of contact for sponsors at events. Ensures sponsors are provided with copies of subsequent publicity and fulfillment reports. Stays current on all aspects of the administration of the commercial sponsorship and advertising program, constantly identifying opportunities to increase revenue.

Qualifications

A qualified candidate possess the following:

A degree from an accredited college or university with a course of study in marketing, public relations, communications, journalism, business administration or related field is preferred.

Directly supervises one (1) Information Management Specialist (NF-0301-04), two Visual Information Specialists (Electronic Media) (NF-1084-03), two (2) Commercial Sponsorship Specialists (NF-1101-03), up to three (3) Marketing Specialists (NF-1001-03), one (1) Administrative Assistant (NF-0326-03), and up to two (2) seasonal Marketing Student Trainees (NF-0189-02).

Plans work to be accomplished, sets and adjusts short-term priorities, and prepares work completion schedules. Assigns work to subordinates based on priorities, selective consideration of assignment difficulty and requirements, and the employee’s capabilities. Develops and evaluates subordinate employees’ performance standards. Gives subordinates advice, counsel, or instructions on work/administrative matters. Interviews candidates for positions; recommends appointment, promotion, or reassignment to positions.

Hears and resolves employee complaints, refers group grievances and more serious unresolved complaints to higher level management. Effects minor disciplinary measures and recommends other action in more serious cases. Identifies subordinate employees’ developmental/training needs and provides or arranges for needed development and training. Finds ways to improve unit production or increase unit work quality.
